Land Law Examiner (Recent Graduate)

This position has an individual occupation requirement for each grade level. To be considered for the grade in which you are applying you must meet the below requirements.

GS-5:
  1. Undergraduate or graduate education with a major study in any field.
OR
  1. Experience that provided a familiarity with real property laws and legal land descriptions, land titles, tract maps, and legal documents, or other experience that involved explanation, application, or interpretation of laws, regulations, policies, etc.
GS-7:
  1. Graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. Applicants who qualify for GS-7 on the basis of the superior academic achievement provision must have had at least 12 semester hours of course work related to the administration of land laws.
OR
  1. Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with lands and resources.

In addition to being a recent graduate and the individual occupation requirement, you must meet the specialized experience as outlined below. In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume.

To qualify for the GS 5, you must have 3 years of general experience in which at least 1 year is equivalent to the GS-4 level. General experience should have given you the knowledge and ability to determine correctness and proper execution of applications, claims or other forms. OR A 4-year course of study leading to a bachelor's degree. OR A combination of qualifying experience and education.

To qualify for the GS-7, you must have one year of specialized experience equivalent to the GS-5. Examples of specialized experience may include: Adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use. General practice of providing assistance in the practice and/or application of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land. Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs; work as a land appraiser that involved appraisal of undeveloped or marginal-type land; maintaining land records. OR 1 full year of graduate level education or superior academic achievement.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
  • GPA: GPA of 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • Class Standing: Applicants may qualify if they have graduated and were ranked in the top third of the graduating class.
