Construction Control Inspector

Summary

This position is located on This position is located in the Agricultural Research Service (ARS), Facilities Division, Property Management Unit located in Beltsville, Maryland.

In this position, you will be coordinating structural, plumbing, or electrical inspections; overseeing service contracts such as custodial, waste removal, elevator maintenance, fire alarm, or sprinkler systems; and communicating with contractors over the duration of a project.

Duties

  • Reads, interprets, and applies general information from operating procedures and policies and referenced technical, regulatory procedural documentation.
  • Visits work site on a daily basis to inspect work in progress, determines conformance to contract requirements and approved submittals, and observes safety measures.
  • Makes pre-final inspection tours with appropriate parties and records deficiencies requiring corrective action.
  • Keeps Support Services Assistant completely informed of the contractors? progress and any discrepancies regarding contract modifications.
  • Works with design engineers to resolve design issues and field conditions. Interviews contractor personnel with COR to ensure that labor and safety standards are maintained.
  • Attends meetings with CO, COR, contractor's personnel, and customers, as required, to discuss contract actions.
  • Inspection duties involve technical aspects of maintenance, repair, construction, and service agreement contracts.
  • Interprets plans and specifications relating to construction problems without unusual complexity or controversy, and for which there are precedents.
  • Inspects materials being used to ensure compliance with plans and specifications as to grade, composition, dimensions, consistency, value, or other characteristics.
  • Reviews plans and specifications after contract award to become thoroughly familiar with job requirements and site conditions.
  • Makes final decisions on the acceptability of construction methods and practices, workmanship material, and finished products.
  • Recommends in writing need for contract changes which will alter contract costs or change contract requirements through the COR.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below:

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.

GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-08 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating structural, plumbing, or electrical inspections; overseeing service contracts such as custodial, waste removal, elevator maintenance, fire alarm, or sprinkler systems; and communicating with contractors over the duration of a project.
OR
Education: Two full years of graduate education or a master's degree if related. Related degrees may include Construction Management.
OR
A combination of education and specialized experience as described above.

Physical Demands: The work involves sedentary office tasks and regular visits to all areas of the facility. Intermittent inspection visits are sometimes required outside the normal duty hours in order to monitor contractors' work performed during that time. The work regularly requires walking and standing; occasionally requires stooping, kneeling, crawling, climbing, and reaching through the use of ladders, scaffolds, belts, and platforms. Tools and equipment used to perform inspections seldom weigh over 20 pounds.

Work Environment: The incumbent works indoors and outside in all types of weather conditions, and there is a potential hazard for electrical shock, cuts, bruises, burns, falls, exposure to dirt, fumes, temperature changes, insecticides, poisons, and asbestos material. Protective clothing and safety equipment are worn during asbestos abatement activities and inspections and may be required for other activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
