Environmental Protection Specialist

Writes National Environmental Policy Act (NEPA) documents. Completes and reviews Environmental Screening forms and prepares categorical exclusion statements for the park's administrative record. Prepares impact analysis tools for discussion among park staff. Plans and conducts historical research for planning documents, including general management plans, environmental impact statements and environmental assessments, special history studies, and special resource studies as required to meet the needs of the park. Incumbent works with the park compliance coordinator/Cultural Resources Program Manager and will occasionally act for him/her.

Reviews park projects to assure protection of cultural, natural, and wilderness resources and compliance with applicable Federal laws such as section 106 and Section 110 of the National Historic Preservation Act, the Archeological Resources Protection Act, National Environmental Policy Act (NEPA), and the Native American Graves Protection and Repatriation Act. Makes compliance recommendations to park managers based on the project review. Prepares historic preservation and natural resources documentation, compliance, and background materials for park undertakings.

Makes significant contributions to and may prepare portions of the park's Wilderness Stewardship Plan and other planning documents such as specific actions plans pertaining to the management and protection of cultural and natural resources. Prepares site-specific planning for implementation of the General Management Plan and Cultural Resources Management Plan. May be responsible for, or make significant contributions to other resource management plans, interpretive plans and spin-off documents such as specific plans, action plans, revisions, and fiscal and budget documents relating to park cultural and natural resources and wilderness.

As requested, analyzes planning and project management proposals (such as PMIS statements) for compliance with specific park and legislative or executive constraints, particularly with reference to impact upon park resources, NPS and Departmental policy directives, and ensures that compliance requirements have been satisfied.
