Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Manager of Central and Southern Regional Contract Administration. Under administrative direction, this position will plan and direct the contracting process for purchase of service from private sector providers, grants, and Department procurements involving multi-level programmatic operations. The position will oversee assigned Regional Contract Administrators, who in turn oversee professional staff engaged in contract monitoring within their assigned region. Job Responsibilities

1.  Serves as Manager of Central and Southern Regional Contract Administration
2.  Serves as full line supervisor
3.  Reviews, evaluates, and coordinates the tracking and modification of computer systems connected to the contract process and maintenance of centralized Department files for purchase of service, grants, and Department procurements to ensure effective, efficient processing of contract-related information, to facilitate the Department’s ability to be proactive regarding potential problems, and to respond to audits and inquiries regarding contracts
4.  Directs and coordinates the quality control process related to contracts
5.  Manages, controls, and organizes the process of service provider rate determination through individual reimbursable per diem rates for institutional and group home providers and statewide reimbursable rates for foster care, day care and other providers
6.  Represents the Department at various private sector and governmental work groups and committees regarding contract services
7.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1.  Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration
2.  Requires four years of progressively responsible administrative experience in a public or business organization in accounting, contract services, or procurement

Preferred Qualifications (In Order of Significance)

1. 3 years of professional experience conducting or managing contract monitoring and/or review
2. 3 years of experience supervising professional staff
3. 3 years of professional experience managing teams in multiple locations
4. 3 years of professional experience administering a quality control process for a public or business organization
5. 3 years of professional experience managing the process of service provider rate determination

Conditions of Employment

  1. Requires the ability to pass a background check
  2. Requires possession of a valid driver’s license and ability to travel
  3. Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable
