The Oregon Department of Environmental Quality has a full-time opportunity for a Hazardous Waste Permitting & Corrective Action Coordinator (Natural Resource Specialist 4)) in Portland, Oregon.

The Land Quality Division supports the agency's mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state's underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters. 
What you will do!
As the agency Hazardous Waste Permitting and Corrective Action Coordinator, you will be the technical expert for hazardous waste activities, including planning, leading, and implementing hazardous waste permitting, corrective action, and related program functions performed by technical staff in the regions; helping to coordinate guidance policy development projects; and coordinating program operation tasks in headquarters. You will also function as a technical liaison to other DEQ programs, state agencies, federals agencies, and national organizations such as the Association of States and Territorial Solid Waste Management Officials. You will assist in drafting, reviewing, and issuing complex permits for hazardous waste sites, compliance inspections and evaluations of permitted and other regulated facilities, oversee the implementation of permits and associated requirements, initiate appropriate enforcement action as needed and coordinate with other programs and agencies to support cleanup of contaminated sites throughout the state.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a physical science, environmental science, or closely related field, AND 4 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).
  • Experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
  • Demonstrated knowledge and experience with hazardous waste; planning, leading, and implementing a hazardous waste compliance program.
  • Excellent verbal skills, project management skills, analytical skills, and organizational skills.
  • Ability to communicate effectively with staff, business, many sectors of the public, and natural resource agencies; professionally communicates technical information; possesses presentation acumen.
  • Excellent written communication skills, including skill in writing clear and concise reports describing complex policy and regulatory determinations.
  • Experience with hazardous permitting, corrective action, and inspection and related activities.
  • Experience developing hazardous waste technical policy and guidance.
