District and Grant Accountant

For School Year 2022-2023
240-Day Work Assignment Calendar (July 1 - June 30)

Salary: $55,584 (Actual salary will be based on skills, competencies, and like experience) 

Job Summary:
Assist District Finance Officer with preparation of year end closing entries for all funds, preparation of the Comprehensive Annual Financial Report and the Proposed, Adopted and Revised Budgets. Administer and supervise fiscal accounting systems for all grant funded projects. Develop, monitor and analyze grant budgets, cash requests, annual financial reports and other required fiscal reports for all grant funded projects.

Description:
  • Assist all school site and department grant administrators through monitoring and communication on grant accounting requirements including compliance monitoring in the areas of budget, encumbrances and expenditure activity to ensure all grant funds are expended appropriately and timely.
  • Primary liaison/resource between the district and funding agencies for all fiscal grant issues including independent decision making responsibilities. 
  • Coordinate initial development of budgets for new programs with grant administrators and grant management specialist.
  • Prepare and submit funds requests to funding agency, track subsequent receipt and posting of funds.
  • Analyze and recommend procedures and systems improvements for fiscal accounting as related to grant funds.
  • Assist Finance Office with preparation of monthly budget analysis reports for all funds.
  • Assist Finance Officer with preparation of audit entries and comprehensive annual financial report.
  • Assist Finance Officer with preparation of District Proposed, Adopted and Revised Budgets for all funds
  • Coordinate, prepare and submit interim, revised and final financial regulatory reports including but not limited to annual budget and financial reports and other reports required for federal, state and local grant programs.
  • Track funding allocations including carryover funds.
  • Primary liaison/resource including independent decision making responsibilities for federal, state and district audits/reviews.
  • Maintain current knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements and grant fiscal accounting best practice including Education Department General Administrative Regulations (EDGAR) by attending workshops and conferences or using online sources.
  • Prepare year end accrual entries for all grants for closing and audit.
  • Primary liaison/resource including independent decision making responsibilities for maintaining grant capital asset systems to record, track, monitor and inventory district assets purchased with federal and state grant funds.
  •  Perform other duties as assigned.
Qualifications:
  • Bachelor's degree with a major in accounting.
  • CPA qualified.
  • Over 7yrs of experience in accounting and/or grant accounting environment.
  • Advanced writing, communication and interpersonal skills. 
  • Intermediate math, decision-making, analytical, organizational, supervisory/management, budget and accounting skills.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements. 
  • Knowledge of externally funded programs and their accounting requirements.
  • Intermediate knowledge of Microsoft Office suite including Word and Excel, accounting software, standard database systems required. 
  • Ability to manage confidentiality in all aspects of the job.
  • Ability to manage multiple priorities and tasks with frequent interruption.
  • Criminal background check and District fingerprinting required.
