Planning & Research Associate II

This position is assigned to the Maine Revenue Services’ (MRS) Operations Security Team.
This is professional services work responsible for the development, implementation, and oversight of security training for MRS. Responsibilities include assisting management in testing, training and exercise, and other security programs that meets the needs of MRS personnel within available resources. Job requirements largely follow those established in National Institute of Standards and Technology (NIST) Special Publication 800-53 and the IRS Publication 1075; Tax Information Security Guidelines for Federal, State and Local Agencies.
The candidate will have a broad range of experience that ideally includes experience in the security and/or technology services sectors. A strong communicator both written and orally, the candidate must demonstrate an ability to motivate and inform a wide range of staff to maintain an overall Security Awareness that satisfies both regulatory and agency needs. The position reports to an Operations Security Manager and involves working with all levels of the organization to develop, maintain and test plans, facilities and other security factors that will ensure MRS has a comprehensive and validated Security Awareness capability.
Supervision may be exercised over a staff engaged in research, planning, and evaluation activities. Work is performed under limited supervision.
 
TYPICAL DUTIES:
  • Develop and conduct security training and awareness
  • Plan and implement training exercises
  • Document training exercise results
  • Conduct compliance reviews and enforcement
  • Review security policies and plans verify they contain latest security updates
  • Evaluate plans by conducting training using various methods
  • Implement security-based training geared toward new employee, annual awareness, role specific, and incident response training
  • Document security incidents and review documentation for policy and procedure compliance
  • Assist with security incident handling with team members
 
MINIMUM QUALIFICATIONS:
Eight (8) years of education, training and/or experience in planning and research principles, practices, and techniques.
