APD Adult Foster Home Policy Analyst

The APD Program is a program within the Department of Human Service that assists seniors and people with disabilities of all ages to achieve well-being through opportunities for community living, employment, family support and services that promote independence, choice and dignity. What you will do:
As the APD Adult Foster Home Policy Analyst you will perform the following duties:
 
·        Provide statewide policy contact and resources for statewide local offices and licensed adult foster home providers.
·        Develop long-term planning and short-term operational goals for Executive management review for statute, policy and program changes.
·        Lead work groups designed to implement planning initiatives; leads and facilitates planning meetings with interdisciplinary teams to arrive at goals and measurable objectives for program improvement.
·        Design program delivery processes and procedures for new or expanded programs.
·        Provide rule interpretation and technical assistance to APD/AAA staff, AFH licensor staff, Long Term Care Ombudsman, advocates, public, and long-term care providers regarding Adult Foster Home services, state and federal regulations, policy and procedures.
·        Design and implement program training and community presentations for local office staff, providers, stakeholders, and the public.
·        Identify and develop standards and procedures to support quality assurance and research activities to the implementation and evaluation of the Adult Foster Home program.
·        Evaluate findings, strengths and weaknesses, remedies, and recommendations regarding program implementation.  
·        Participate in legislative activities including preparing/delivering testimony, draft legislative concepts, review and evaluate legislative bills for impact on the program and effected population.
 
Working conditions:
Remote work or alternative work location may be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities. May occasionally require travel and evening or weekend work or availability.

What you need to qualify: Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

·        Oregon Administrative Rules: Experience analyzing, interpreting, communicating, and applying state and federal laws, rules, policies, and procedures.
·        Legislative Knowledge: Demonstrated experience developing and writing program rules, policies, processes, procedures, operational standards, and/or legislative concepts including coordinating with affected stakeholders to achieve goals.
·        Communication Skills: Ability to communicate verbally and in writing complex technical and legal information in an understandable language to people of diverse education, language, and cultural backgrounds.
·        Problem Solving: Ability to recognize program needs and priorities, evaluate options and recommend solutions.
·        Research: Experience conducting investigations or formal reviews to assess compliance with standards, policies, regulations, or laws.

The Oregon Department of Human Services does not offer visa sponsorship.
