Grants/Contracts Operations Analyst

The Idaho Department of Health and Welfare is currently seeking a Grants/Contracts Operations Analyst in Boise. This is the second of a three-tier Grants/Contracts job series, and is a great opportunity for individuals who are interested in starting a career with the department's Contracting and Procurement Services unit.

We are seeking applicants who have good attention to detail and critical thinking skills. This position will support the unit's responsibilities of ensuring department contracting practices follow state procurement laws, rules and guidance. The position will also identify contract deficiencies and make recommendations for correction.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Grants/Contracts Operations Analyst making $22.07/hour to an estimated $32.42/hour.

Example of Duties
  • Establish and maintain department service contracts and associated records 
  • Monitor contracts for vendor compliance to terms and conditions 
  • Review end-user requests for compliance with department, state and federal rules and guidelines 
  • Research, evaluate, develop and/or update solicitation specifications and documents for bid process 
  • Provide solicitation process support and assess bidder responsiveness to solicitation 
  • Provide technical assistance to end-users on purchasing and contracting guidelines, statutes and regulations
  • Ensure department contracts are procured, created and managed appropriately
  • Recommend solicitation methods for expiring contracts and recommend awards from Requests for Quotation

Minimum Qualifications

  • Some knowledge of grant or contract administration
  • Some knowledge of bookkeeping
  • Experience interpreting, applying and explaining laws and regulations
  • Experience interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements
  • Experience collecting, organizing and evaluating data and writing a narrative report of findings
