Contract Compliance Manager

The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.
 
Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.

In support of this vision, the Contract Compliance Manager directs and manages staff to ensure that the Tollway’s DBE, BEP, VOSB and EEO diversity goals and State of Illinois Prevailing Wage requirements on applicable contracts are met in accordance with federal, state and Tollway regulations, statutes, and policies. The Manager also ensures that all internal controls and procedures are established and maintained for contract compliance administration and management.

Essential Job Functions

 The Contract Compliance Manager’s responsibilities include but are not limited to:
  • Assist with developing and implementing department policies, procedures and Key Performance Indicators (KPIs) and establishing metrics
  • Provide first-line management review and approval of work assignments and projects 
  • Ensure that processing timelines are met 
  • Provide staff and vendor training on contract compliance systems, processes and procedures
  • Review and approve compliance language and goals in solicitations prior to advertisement 
  • Perform goal-setting for construction, professional services and goods and services contracts
  • Manage compliance responsiveness review process to ensure diversity goal commitments are met 
  • Review waiver requests and good faith efforts submissions for approval 
  • Provide accurate and timely compliance information for monthly Board meetings 
  • Provide senior management with regular project status updates 
  • Perform routine audits of systems, processes and requirements
  • Develop and update processes to maintain efficient workflows and internal controls 
  • Manage the day to day operations of the Compliance team and ensure compliance of Tollway’s DBE, BEP, VOSB and EEO goals and State of Illinois Prevailing Wage requirements 
  • Attend or have designee attend pre-bid, pre-proposal, and pre-submittal meetings to ensure that compliance goals are communicated prior to the submission of bids, proposals, and statements of interest (SOI)
  • Monitors contractor payroll reporting to ensure that appropriate compensation is paid to contractors’ employees and labor costs are appropriated correctly
  • Perform systems and internal control reviews of Tollway contract compliance administration and management functions to ensure that controls are in place to properly monitor diversity programs
  • Conduct meetings with contractors to address issues and resolve complaints 
  • Collect, review and analyze data
  • Prepare and provide regular and ad hoc reports 
  • Review utilization plans to verify goal commitments 
  • Review certified payroll information to verify compliance with prevailing wage rate requirements 
  • Coordinate and assist the Illinois Department of Labor with wage and hour investigations of contractors during wage disputes
  • Provide coaching and guidance to staff
  • Conduct staff performance evaluations and recommend appropriate action(s)
  • Participate in evaluations of vendor responses to Requests for Proposals (RFP) and Professional Services Bulletins (PSB)
  • Assist with interviewing, hiring and other personnel activities
  • All other duties as assigned

Qualifications

  • Bachelor’s degree with five years of experience in diversity goal contract compliance, including a minimum of one year of management and training experience. 
  • Effective management, analytical and investigative skills to manage the day-to-day operations of the Contract Compliance team. 
  • Excellent written and oral skills are required to communicate with external and internal stakeholders from diverse socio-economic backgrounds. 
  • Requires comprehensive knowledge of related state and federal laws, including U.S. and Illinois Departments of Labor guidelines on EEO and Prevailing Wage Acts, BEP, DBE and VOSB requirements, and contracting procedures. 
  • Demonstrated problem solving, and the ability to analyze, plan, organize and execute projects is required. 
  • Self-starter with excellent judgment and decision-making and the ability to effect and or recommend policy enhancements. 
  • Advanced level proficiency with Microsoft Office applications and diversity compliance software. 
  • Ability to work independently.
