Lead and Water Program Coordinator

Purpose:  The person in this position will serve as a Lead in Water Program Coordinator for the Michigan Department of Health and Human Services, Division of Environmental Health, Healthy Homes Section, Community Development Unit. This individual will coordinate activities related to the MDHHS Residential Lead Hazard Control-Lead in Water Sampling Protocol, including the development and maintenance of service line replacement protocol for the Section. Additionally, this position will serve as the HHS Section Lead Officer for the MDHHS Action Level Exceedance (ALE) response team.
 
Duties and Responsibilities:
Review and maintain existing MDHHS-Residential Lead Hazard Control – Lead in Water protocol to assure quality control for lead in water sample collection to ensure reporting and recommendations are accurate and of highest quality.
Review and monitor, field staff, laboratory analysis, reporting and recommendations specific to the Healthy Homes Section as it relates to MDHHS-Residential Lead Hazard Control-Lead in Water Sampling Protocol. 
Coordinate with the Quality Assurance Unit to evaluate analytical data and processes. 
Provide annual training on the MDHHS-Residential Lead Hazard Control-Lead in Water Sampling Protocol. 
Develop a communication plan with the Michigan Department of Environment, Great Lakes and Energy (EGLE), MDHHS Drinking Water Investigation Unit (DWIU) and community water systems to ensure identification of lead and galvanized service line materials, sample results and abatement are accurately documented.
Assist section management with the development and implementation of evaluation tools, dashboards, forms, policies, and procedures. 
Develop and maintain progress reports and attend weekly ALE meetings and provide HHS updates. 
Serve as the HHS liaison to local health departments to ensure residents receive all available lead hazard control services.
Coordinate notification system for staff, grantees, and contractors regarding ALE communities.
Coordinate ALE community engagement and outreach events for HHS.
Conduct evaluation and quality assurance on ALE response activities.
Develop and maintain policies and procedures for ALE administrative and field response activities.
Develop and maintain coordination plan for service line replacement, including the MDHHS-DWIU, EGLE, community water suppliers, field staff and residents.
Coordinate field activities related to service line replacement; including contractor pre-bid walk-throughs, obtaining applicable permits, Michigan Utility Notification Center (MISS DIG), infrastructure repair, project oversight and owner relations.
Review and maintain plumbing and service line replacement specifications based on lead in water sample results.
Conduct post-service line replacement water sample collection and reporting.
Assist in developing and preparing Quality Assurance policy documents, procedures and forms.
Develop policies, procedures, forms and reporting mechanisms related to service line replacement and cross agency communication.
Conduct research and analysis and prepare reports upon request. 
Attend required training events.

Qualifications/Requirements: 
Education: Possession of a bachelor's degree in the physical or biological sciences, sanitary science, or environmental health. 
 
Experience: Three years of professional experience as an industrial hygienist, sanitarian, environmental scientist or related.
 
Important Skills and Characteristics:
Knowledge of methods of planning, developing, and administering programs.
Knowledge of state and federal laws and legislative processes related to the work.
Knowledge of the need, preparation, and use of reports.
Ability to plan, direct, and coordinate programs and administrative activities of a complex, interrelated and interdependent nature, where unknowns and numerous contingency factors are involved.
Ability to formulate policies and procedures relevant to program areas based on information of a conceptual nature from varied and complex sources.

Work Environment and Physical Requirements: Routine physical activities: standing, sitting for long periods of time at a computer, walking, reaching, and bending. Occasional physical activities: stooping, lifting, and carrying.
