Manager of Employee Development and Training

The South Dakota Bureau of Human Resources (BHR) is seeking qualified applicants for the Manager of Employee Development and Training. This position will act as a liaison and advisor to leadership and will assess, plan, develop, and administer talent and organizational development programs across state agencies. This position will manage programs involving employee training and organizational development, and supervise a staff of training specialists and coordinators, as well as organizational development consultants.
As Program Manager of Employee Training and Development, the successful applicant will have the opportunity to:
  • oversee statewide design, development, and implementation of training programs for state employees with a program focus on professional development, computer training, leadership development, performance management objectives, online/web-based training programs, and specific training needs as determined by our partner agencies;
  • evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement;
  • oversee consultative services and support for agency and statewide talent strategies and initiatives;
  • lead a team of internal consultants who provide partnership, consultation, and support in the areas of employee engagement, talent assessment, employee selection, performance management, career development, succession planning, organizational design, and leadership development;
  • partner with HR managers to identify opportunities to conduct assessments to diagnose and improve organizational effectiveness and/or provide guidance on projects and programs;
  • collaborate with HR managers to actively monitor and measure employee engagement, culture, turnover, and talent effectiveness to ensure leadership accountability; identifies problem areas and underlying causes, develop recommendations and actions plans, and monitor progress.
This position is exempt from the Civil Service Act.
Knowledge, skills, and abilities:
  • lead collaborative and professional teams with a proven ability to build strong relationships;
  • demonstrate exceptional presentation, facilitation, written and verbal communication skills.
Qualifications:
  • Bachelor's degree (Master’s preferred) in Human Resources, Business Administration, Public Administration, Communications, Industrial/Organizational Psychology, Organizational Behavior, or related field.
  • Progressive human resources experience within a large organization.
  • Expertise in talent management, organizational effectiveness, employee engagement, change management, workforce planning, performance management, career development, leadership coaching, or related field.
