Corrections Division Manager

The Department of Community Corrections and Rehabilitation (DOCCR) is seeking a Corrections Division Manager to lead and manage the Hennepin County Home School, 24/7 Residential Treatment Center. This position provides leadership for residential service reform efforts to move the program from a Correctional Facility to a Community Residential Treatment Program with the goal of increasing overall client wellness and eliminating racial disparities in collaboration with system partners, community members, families, and youth.

Location and hours:
This position is located at the Hennepin County Home School, 14300 County Road 62, Minnetonka, MN 55345. There is no public transportation to this location. Work hours will typically be Monday through Friday, 8:30 a.m. – 5 p.m. with flexibility for evening and on-call responsibilities.
 
In this position, you will:
  • Interpret vision and mission and implement services or changes in services necessary to accomplish goals that support the vision/mission. 
  • Establish, implement, and modify division policy and procedures as aligned with county and department policy.
  • Develop and utilize process, performance, outcomes measures, and oversight; for administration of programs.
  • Prepare and manage a budget aligned with performance measures.
  • Create a culture that values equitable and respectful treatment of clients, staff, community, and other stakeholders; that is supportive of both individual and team efforts.
  • Ensure receipt of meaningful performance reviews, distribution of career development opportunity, fair and equitable mediation practices internally and in partnership with human resources and labor relations.

Need to have:
  • One of the following:
  • Master's degree or higher in criminal justice, behavioral/social science, or business, correctional, or public administration or equivalent and four years of experience in corrections.
  • Bachelor's degree in one of the above-cited fields and five years of the experience in corrections, two of which must have been in administration or supervision.
  • Nine years or more of experience in corrections, two of which must have been in administration or supervision.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.

Nice to have:
  • Experience:
  • In a residential corrections treatment facility and/or correctional facility in a supervisory and/or administrative role.
  • Leading juvenile justice system reform.
  • Developing and implementing residential treatment policies and programs.
  • Preparing and managing a budget.
  • Knowledge of:
  • The practices of positive youth development and behavioral health treatment. 
  • Laws and regulations affecting group residential facilities. 
  • Juvenile justice system.
  • Ability to:
  • Work effectively with diverse communities.
  • Effectively communicate both verbally and in writing.

The Department of Community Corrections and Rehabilitation's mission is to promote community safety, community restoration, and reduce the risk of re-offense. The department runs institutions, a treatment center, adult and juvenile probation, supervised release, provides mediation in parenting custody disputes, and administers alternative sentencing programs. It is the largest community corrections organization in Minnesota. On any given day, Department of Community Corrections and Rehabilitation employees collaborate with their criminal justice partners, dozens of community-based organizations, and a dedicated group of volunteers and interns, to supervise and deliver sustainable correctional services to approximately 26,000 adult and juvenile clients. Under facility licensing requirements, positions at the County Home School and/or Juvenile Detention Center are required to undergo a Department of Human Services Background Study (MS 245C.13). Convictions for certain crimes will have an effect on your ability to be hired according to the disqualification schedule listed in Minnesota Statute 245C.15. Individuals convicted for any level of Criminal Sexual Conduct are disqualified from being hired into any position within the DOCCR under the Prison Rape Elimination Act (PREA). Other past involvement with the criminal court system will not automatically disqualify you from working at the DOCCR; individual circumstances are reviewed and evaluated confidentially.
