Library Division Manager - Technology Services

Salary Disclosure:
Starting Salary: $63,073.00
Pay Grade: M44

General Description:  Technical and administrative work in assisting in planning, organizing, and directing the automation and technology services of the Pasco County Library System. An employee assigned to a position in this classification is responsible for planning, determining, assessing, and addressing all PCLS technology needs.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES:  All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
Essential Job Functions:Plans, analyzes, and evaluates library services and operations and recommends appropriate action in the major division of assignment (Technology Services). Actively participates in setting goals, establishing policy, and evaluating the technology needs of the library system as a whole. Assists in development of the annual budget as it pertains to PCLS technology needs. Creates the technology capital replacement plan. Participates in the selection of subordinate staff and professional personnel and in evaluating their performance. Supervises hiring, promotions, performance reviews and all other related personnel actions for employees within the division. Provides leadership and guidance to division employees. Establishes staff training programs to increase knowledge and promote excellence. Participates with the Libraries Administration in legal, financial, and contractual matters. Serves as liaison with patrons, consultants, contractors, and others as required. Interprets library goals and policies to staff and to groups and individuals outside the library. Represents the Library System at meetings or events as necessary. Prepares reports and publications relating to division activities. Prepares and reviews grant proposals and monitors division grant projects.
Performs related work as required.
  •  Knowledge, Skills and Abilities:Knowledge of the principles and methods of professional public library service.
  • Knowledge of public library organization, services, and operations.
  • Knowledge of technology as related to library services including ILS systems, PC and Print Management Systems, and self-service technologies.
  • Knowledge of management techniques involved in strategic planning, resource allocation, personnel management, leadership, and coordination of people and resources.
  • Knowledge of principles and practices for providing customer services including customer needs assessment, development of quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of network evaluation and mitigation of risks practices. 
  • Ability to bring others together to reconcile differences.
  • Ability to apply logic and reasoning to resolve problems.
  • Ability to motivate, develop, train, and direct personnel.
  • Ability to deal with diverse elements simultaneously.

Minimum Requirements:PHYSICAL SKILLS:  Ability to lift and/or move up to 35 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Job requires walking, standing, sitting, bending, stooping, and reaching. Also requires use of a variety of computer technologies and related software. Ability to communicate effectively using verbal, written, and visual communication. 
EDUCATION, TRAINING AND EXPERIENCE:  Must possess a Master's degree in Library Science or Computer Science or equivalent. (Library Science Master's degree must be from a college or university accredited by the American Library Association.) Five (5) years of progressively responsible supervisory experience in a public library system, with a minimum of three (3) years of experience supervising a full service branch or division and one (1) year of experience supervising a large regional branch or division.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license.
