The State of Michigan Department of Technology, Management and Budget is currently seeking an Information Technology Specialist 14- Solutions Architect.
 
JOB DESCRIPTION:
The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

  • Establish and maintain good rapport with agency staff at all levels.

What does the job do?
The solution specialist is responsible for the design, development, testing, on-going enhancements and documentation of technical architecture, software, database and security solutions within, supporting Treasury. This position is additionally responsible for advocating the use of developing standards, procedures and promoting use of automated tools.
This solution specialist will attend business and technical analysis sessions for development projects and provide an agency-wide architectural viewpoint to the requirements and ultimate system architecture. This position has responsibilities for directing and checking the work of team members, including state employees and contractors. Responsibilities include providing guidance and mentoring to less senior programmers. This position is responsible for the IT development activities necessary to ensure compliance with ever changing State and Federal regulations and deadlines while adhering to the policies and procedures of the State of Michigan and maintaining operational effectiveness of 75+ critical systems and services.
This IT specialist is recognized as an expert IT solution architect responsible for leading application development projects which focus on Treasury's mission critical mainframe processes such as State Treasury Accounts Receivable System (STAR) ($600 million in revenue and $15 billion in debt (potential revenue), Individual Income Tax, Tax Compliance, Discovery & Enforcement, Local Government Services, City Income Tax for City of Detroit (350,000 taxpayers and $250 million revenue) and interfaces to Statewide Integrated Governmental Management Applications (SIGMA) and also working on yearend system maintenance projects along with projects created by legislative changes to Michigan tax law.

ITS Solutions Architect 14 - Position Description

Required Education and Experience:
 
Education
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
 
Experience
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
 
Alternate Education and Experience:
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
