Child Support Officer, Senior

Human Services and Public Health within Health and Human Services seeks multiple Senior Child Support Services Officers to work in the Child Support Services division. The Child Support Services division is responsible for establishing orders for child support, daycare and medical support, initiating actions to establish paternity, enforcing court orders, and reviewing cases for legal action.

Location and hours:
This position is located at the Family Justice Center at 110 S 4th St, Minneapolis MN 55401. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m.
Candidates must be able to begin training on January 21, 2020.

About the position type:
Candidates with fluency in Spanish and/or Somali in addition to English are encouraged to apply. Bilingual candidates who pass a language assessment may qualify for additional bilingual pay and duties. 

In this position, you will:  
  • Initiate action to establish financial obligations and/or paternity and prepare cases for ongoing enforcement activities to assure appropriate distribution of payments.
  • Conduct client interviews involving sensitive issues and explain program requirements.
  • Perform legal activities to include: preparing case facts; creating legal documents; attending court hearings; interpreting court orders.
  • Work with third parties (county attorneys, private attorneys, financial institutions, and/or other jurisdictions) to secure child support.
  • Prepare reports and respond to inquiries; collect and report workload data.
Need to have:
  • One of the following: 
  • Bachelor's degree or higher in social/behavioral sciences, human services, business, accounting, finance, legal services, or a related field.
  • Associates degree in one of the required fields and one or more years of experience in performing collection activities, determining financial assistance eligibility, working in banking/finance, or providing administrative support related to collections and/or financial assistance eligibility.
  • Two or more years of the required experience and completion of the Human Services Pathway Program.
  • Two or more years of the required experience and completion of the Pine Technical and Community College Human Service Child Support Diploma Program. 
  • Three or more years of experience related to support collection or financial assistance eligibility determination.
Nice to have:
  • Experience:
  • Collecting financial obligations and/or being a debt collector.
  • Using a PC and mainframe computer systems.
  • One or more years of customer, public, or social service experience.
  • Ability to:  
  • Perform mathematical calculations (addition, subtraction, multiplication, division, averages, and percentages) needed for basic budget calculations; summarize and document important information using business writing (a math and business writing skills assessment will be administered as part of the interview process).
  • Learn, understand, and clearly explain complex child support regulations to many different audiences.
  • De-escalate conflict situations and resolve problems.
  • Work collaboratively and effectively with other service areas; communicate effectively verbally and in writing.
  • Research complex program and policy information thoroughly.
  • Maintain confidential data and comply with data privacy requirements.
  • Respond positively to the challenges of high volume work and changing priorities.
