Director of Finance and Business Operations

                                      Range: $95,756-111,716 
                                                
Over the past 30 years, Saginaw Township Community Schools has gone from precarious to its present stable financial position through the effort of its employees and the leadership by the Superintendent and Board of Education, all the while providing quality education to the students. The district seeks a candidate who can continue the tradition of this cabinet-level school administrator. The candidate will have a thorough understanding of K-12 education systems and hands-on accounting and finance experience. The candidate will be diligent, customer service oriented, frugal and collaborative while not losing sight of the district’s mission.

Full year calendar with traditional benefits the same as represented employees (Click Here); insurance contribution 10.0%. Compensation will be in accordance with the adopted salary schedule range of $ 95,756-111,716, with an additional stipend(s) for education beyond a master’s degree.
Qualifications: 
  • Bachelor's degree in business, finance or related field
  • Master’s degree or CPA preferred
  • Possess or be eligible for MSBO Chief Financial Officer Certification
  • Broad experience in the accounting or finance department of a large governmental agency or business
  • Thorough understanding of fund accounting
  • Successful experience as a chief financial officer preferred, particularly in a K-12 setting
  • Comprehensive understanding of Michigan laws, rules and guidelines governing school finance preferred
  • Good attendance
  • Achievement documented in past evaluations
  • Extensive computer experience. Knowledge of Skyward Business software helpful
  • Demonstrated excellence in inter-personal and organizational communication skills, staff motivation and leadership. Polite, courteous and tactful with all
  • Commitment to working as a hands-on member of a hands-on team
  • Demonstrated experience of directing and implementing new systems and processes
  • Demonstrated strong analytical skill and experience in working with financial data and complex financial considerations and calculations

Immediate Supervisor: Superintendent of Schools
Major Responsibilities
  1. Manages all District funds including the General, Capital Projects, Debt Retirement and School Service Funds. 
  2. Responsible for all budgeting activities including establishment of guidelines, staff and community input, detailed budget preparation, monitoring of actual results to budget, approval of budget transfers, budget amendments and reporting. 
  3. Responsible for the proper recording of all transactions in accordance with Generally Accepted Accounting Principles. 
  4. Responsible for the ultimate financial condition of the District, including recommendations for program improvements or reductions in order to maintain long-term fiscal solvency. 
  5. Responsible for cash flow and investment activities including selection of appropriate investment instruments, maturities, banking and investment services, meeting liquidity needs and borrowing activities.
  6. Responsible for bonding and refunding activities including preparation of all documentation and communications to legal authorities, rating agencies and investors. 
  7. Responsible for overseeing all capital project activities, including selections of professional services, assist in monitoring approved building projects and accounting for all financial activity. 
  8. Responsible for ensuring proper tax levies including consideration of all legal issues such as Summer Tax Levy requirements, Headlee, Truth in Taxation and the Tax Rate Request. 
  9. Assists in recommendations for millage elections including amount, timing, and providing information to the public. 
  10. Supervises all District purchasing activities and authorizes District disbursements. 
  11. Supervises payroll operations including compliance with all State and Federal regulations and reporting requirements. Supervises the business staff (presently 4 employees) including the functional areas of pupil accounting, accounts receivable, accounts payable, general ledger, business services, insurances, payroll and benefits. Coordinates bussing with ISD transportation supervisor who directs STCS drivers. Supervises Director of Building and Grounds/Nutrition Services. 
  12. Supervises benefit operations for health, dental, vision and life insurances, including compliance with the state and Federal regulations and reporting requirements. 
  13. Supervises accounts payable operations including compliance with Board Policy and Federal regulations. 
  14. Responsible for the District's financial system, design and operation including internal controls to ensure accurate, timely and efficient operations. 
  15. Serves as a member at the table for negotiating collective bargaining agreements through traditional and facilitated interest based bargaining (includes evening meetings). Prepares economic data for use during negotiations. Responsible for preparing all salary economic contract schedules and implementing economic issues including benefits. 
  16. Responsible for recommending the selection of all benefit carriers, negotiation of premiums and services, and evaluation of the most cost-efficient method of providing each benefit including medical, dental, vision, life, LTD, 403(b) and Workers’ Compensation. This includes monitoring claim data and quarterly and annual settlement for self-funded programs (presently health and dental). 
  17. Responsible for management of cafeteria-style benefit plans, employee communication and legal reporting. 
  18. Responsible for recommending the selection of carrier or method of providing all District property and liability insurance including negotiation of premiums, and evaluating the level of coverage and most cost-effective programs. 
  19. Prepares year-end financial documents for all funds including all audit work papers and supporting documentation. 
  20. Responsible for monitoring, analyzing and implementing State and Federal legislation for school finance issues. 
  21. Prepares financial analysis as needed to evaluate programs or alternate methods of providing services. 
  22. Coordinate with the Director of Learning, Curriculum, Instruction and Assessment to verify that grant application costs are properly classified. Make requests for reimbursement and prepare grant financial information as needed. 
  23. Responsible for Affordable Care Act compliance, including 1094-C and 1095-C preparation, transitional reinsurance and PCORI reporting. 
  24. Responsible for various State and Federal Financial reporting (e.g., FID, SE-4094, SE-4096, CTEIS, Indirect Cost Rate Adjustment). 
  25. Reviews, approves, modifies and signs agreements with independent contractors and vendors. 
  26. Coordinates sale of district assets. 
  27. Assists in research, evaluation and recommendations regarding school legal issues including management and personnel issues. 
  28. Responsible for communication and enforcement of Board business policy. Also recommends changes or updates as necessary. 
  29. Attends Board of Education meetings (generally 2 evenings/month). 
  30. Assists in financial budgeting and reporting for all State and Federal programs and grants. 
  31. Provides enrollment estimates and staffing recommendations. 
  32. Regular, in-person attendance required.
  33. Performs other responsibilities as assigned by the Superintendent.
