Human Resources Technician

POSITION DESCRIPTION:
Target Entry Salary: $34,132 - $39,221 annually - DOQ
Internal Candidates pay is based on current pay level
Advanced technical and office support work in the processing and maintenance of transactions and records in the Human Resources Department. An employee in this classification performs complex technical and clerical duties involving the interpretation and application of City and departmental policies. Duties may involve specialized work in one or more of the primary functional areas of human resources, and include the maintenance of accurate personnel records systems. The employee works with considerable independence and makes decisions based upon established guidelines. Work is evaluated through observation and review of forms processed, with advice and assistance provided on unusual or difficult problems. Work is performed under general supervision.

DUTIES AND RESPONSIBILITIES:
 Verifies and processes forms for new hires, lay-offs, resignations, suspensions and dismissals, checking for accuracy, completeness, and compliance with regulations; enters correct information into human resources' records. Certifies and processes pay increases, verifying authorizations and entering salary information into records. Sends out notification for performance reviews. Answers inquiries concerning sick leave, vacation, and other benefits. Provides interpretations of City and human resources' policies and the proper application to departments and individual employees. Records changes in employee status and other personnel actions. Completes forms used to input and maintain information for computerized record systems. Communicates with insurance carriers, actuaries, and others regarding claims and coverage. Keeps records of insurance policies, insurance transactions of City premiums due, and expiration dates of policies. Researches historical records to resolve personnel problems. Performs related tasks as assigned.
 
MINIMUM QUALIFICATIONS:
 High School graduation, High School Equivalency Diploma, or G.E.D. Certificate and six (6) months vocational training supplemented by two (2) years of progressively responsible experience in Human Resources Management, including some experience in the functional area of job assignment; functions such as training, recruitment, payroll processing or related areas, or any equivalent combination of education, training, and experience.
