The State of Michigan Department of Technology, Management and Budget is currently seeking a Quality Assurance/Data Quality Analyst-Dept. Analyst 9-P11.
 
 
JOB DESCRIPTION:
 
Are you interested or experienced in Quality Assurance and related Data Quality Analysis? Do you enjoy the more technical aspects of analyzing data using your critical thinking and creative problem-solving skills? 
 
The Center for Educational Performance and Information's Strategic Program Unit is recruiting to fill a Departmental Analyst 9-P11 position to focus on quality assurance which includes system data quality analysis related to educational information.
 
You must have a high sense of curiosity and strong desire to apply technical skills to identify and troubleshoot data anomalies and address new quality initiatives. You will lead processes that align with quality of data analysis of over two million child/student records and several hundred thousand staffing records in the state education system. Related functions include conducting data quality analyses on small to large datasets, identification of data anomalies, reporting data quality results, creation of data quality reports/queries, testing; and creating and following best-in-class quality assurance practices. You will also lead efforts to further provide forward thinking with identifying opportunities of improvement across systems/processes in concert with partners internal and external to CEPI.
 
Ideally, you will possess a concentration of college courses in statistics, logic and analytics.
 
Position Focus:
 
The Strategic Program Analyst – Quality Assurance supports CEPI through data analysis of CEPI systems, as well as other ad hoc assignments related to information analysis. These practices are performed by employing project coordination, quality assurance, data governance and metadata methods
  
Project Coordination
  • Coordinate quality assurance activities associated with process standards and improvements.
  • Coordinate and participate in data quality assurance activities related to data collection analysis cycles.
  • Coordinate and execute data quality assurance ad hoc data requests.
  • Capture and provide data quality assurance resource planning input to unit manager. 
  • Assist other CEPI team members in planning and setting operational schedules around necessary data quality analysis and testing based upon application and data availability.
  • Assist in the development of training strategies and activities for use of CEPI data which includes the preparation of materials for conferences and organizational presentations.
Quality Assurance
  • Participate in establishing agency standards, policies, procedures and protocols related to improving quality assurance processes and data quality.
  • Conduct data review and analysis assignments using tools such as SAS statistical analysis software, MS Access, and SQL to access and manipulate data stored in an SQL Server environment. Perform longitudinal data analyses and develop new data queries as needed.
  • Perform data quality review functions. Assist the unit teams in the development of data quality and validity rules and conduct data validity checks. Improve overall data quality of CEPI data sets by increasing cross-unit collaboration. Make recommendations for policy and process improvements.
  • Evaluate the impact of business rules on data and data quality processes prior to and after data collections.
  • Identify and analyze trends or patterns in collected educational data. Make recommendations for potential data quality reports to management; create authorized reports for evaluation.
  • Participate in or help coordinate quality assurance review of processes, business rules, and application development created by internal and external analysts to ensure accurate, reliable data are collected and that the data are collected/transcended in accordance with documented specifications and end user expectations. Assist with monitoring, measuring and providing feedback on processes within the various CEPI applications.  
  • Participate in testing, including acceptance criteria, test scripts, and ensuring test reliability and reusability.
  • Provide input into quality assurance testing standards that will help others develop test plans and test cases.
Data Governance
  • Provide data technical support as needed to support data governance processes.
  • Engage in data governance conversations with other stakeholders as it pertains to child, student or staff-level data configuration and use.
  • Assist with drafting MOUs and DSAs related to agreed upon data use initiatives.
  • Make recommendations to management for policy and process improvements in the identification, development and validation of reports, both standard and ad hoc.
Metadata
  • Utilize Ed-Fi Data Standards, Common Education Data Standards (CEDS) in alignment to the collection of educational information and to enable interoperability among secure data systems.
  • Maintain manuals, user guides, business rules/metadata specifications related to data quality reporting. 
  • Use metadata repository to understand interconnectedness of data between source systems, longitudinal data system, portal and reports to define most efficient and effective data quality assurance processes.
  • Document and communicate data quality concerns discovered in CEPI's data sets.
  • Analyze reports by other entities to ensure that data being reported is contextually valid and appropriately portrayed leveraging metadata information.
  • Understand data structures within the CEPI systems to assist in developing a strategy to enhance quality within the system.
Required Education and Experience:
 
Education
Possession of a bachelor's degree in any major.
 
Experience
Departmental Analyst 9
No specific type or amount is required.
Departmental Analyst 10
One year of professional experience.
Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
