Position Objective:
This position reports to the Employees and Retirees Benefits (ERB) Division Policy, Rules, and Compliance Section Manager and supports both the Public Employees' Benefits Board (PEBB) and the School Employees' Benefits Board (SEBB) Programs. The position is the ERB Division's only regulatory analyst and is subject matter expert for compliance with federal regulations that govern the administration of employee benefit plans. You will independently perform policy analysis and provide technical assistance on complex regulatory matters and policy issues.

Some of what you will do:
  • Review federal regulations and related guidance issued by federal agencies to determine the impact to the PEBB and SEBB Programs.
  • Work with management, legal staff, and stakeholders to ensure compliance with federal regulations.
  • Serve as the subject matter expert for reviewing plan documents, like the State of Washington Salary Reduction Plan and the State's Wellness Plan.
  • Prepare templates for use by employers (state agencies, state higher education institutions, and school employee organizations) to use in compliance with their responsibility to provide a Notice to Employees under the Fair Labor Standards Act §18B.
  • Independently monitor changes to federal regulation and standards using agency resources and provide analysis of these changes including any potential impact to PEBB or SEBB benefits.
  • Conduct analysis, research, identifying problems, writing issue papers, and providing analysis of complex federal requirements in relation to member eligibility and plan administration. 
  • Lead teams to resolve issues related to initial implementation and ongoing compliance with federal regulations. 
  • Serve as Project Manager for projects
  • Develop and deliver staff training in conjunction with implementation of federal mandates. 
  • Participate as the ERB Division representative to State and Local Government Benefits Association (SALGBA).
  • Develop, revise, and implement Washington Administrative Code rules as necessary.
  • Annually review notices like: the Initial Notice, COBRA Election Notice, and related documents.
  • Develop, review, and evaluate written policies, procedures, and administrative guidance in collaboration with internal and external stakeholders.
  • Independently conduct in-depth research and analysis in order to implement program initiatives.Develop policy recommendations for the PEB Board and SEB Board and work with implementation teams to carryout resolutions.
  • During the State's legislative session, develop written bill analysis, laying out assumptions for use in determining fiscal and operational impacts. Evaluate administrative feasibility and anticipate compliance problems. Prepare summaries for executive management to use when testifying before legislative committees.
  • Provide technical assistance and work directly with management to implement both state and federal mandates.
  • Conduct in-depth research and analysis in order to recommend program changes to comply with federal regulations. This includes working with OFM and HCA finance on options for purchasing for Medicare Retirees.
 
Here is what we are looking for (Required Qualifications):
Bachelor's degree in business administration, public administration, communications, public health, or a related field AND three years of experience in conducting research, analyzing policies, laws, rules, and regulations, or comparable experience. (Professional level experience may substitute year for year for required education)
 
Desirable/Preferred Qualifications:
Identify issues and propose practical solutions.

Write briefing documents or executive level summaries and professionally exchange information, ideas, and recommendations to technical and non-technical audiences.

Facilitate project work groups.

Develop planning documents (including flow diagrams, work plans, etc.) using various software solutions.

Use Word, Excel, Outlook (scheduling module especially), PowerPoint, and Visio.

Supplemental Information:
Some in-state or out-of-state travel may be required to attend meetings, conferences, or trainings.
