The Spill Prevention, Preparedness, and Response (SPPR) program within the Department of Ecology is looking to fill a Project Manager (IT Specialist 4) position. This position is located in our Headquarters in Lacey, WA.
The purpose of the Project Manager position is to serve as the Spills Program's senior level leader in IT project management and business analysis. The position is responsible for independently managing complex, medium to large scale software development projects. As the Lead Project Manager, this position, develops project plans, charters, and specifications for data system upgrades associated with the Program's IT system for the Spills Program. These projects are performed in partnership with the program's Senior Software Engineer, many internal stakeholders, and some external users. The systems are relied upon by program staff, Ecology management, partner-agencies, legislators, and the public. This position is also responsible for developing detailed business requirements that are given to technical engineers to develop information systems.

Program Mission: The Spill Prevention, Preparedness, and Response program's (SPPR) mission is to protect Washington's environment, public health, and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program's vision is to prevent, prepare for and respond aggressively to oil spills; to be our best for the State of Washington. Our goal in the Spills Program is "zero spills".
The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability, aggressive response to oil and hazardous substance spills through service delivery of legislative and policy support , program and strategic planning, data and IT management, performance reporting, statewide training, investigation, enforcement, outreach and education, file management and time accounting activities.
Some of the key work activities of the Project Manager position are:
- Uses project management knowledge and leadership to independently lead medium to large scale information technology (IT) projects that integrate new technology and disparate information systems in support of the Spills Program.
- Uses expert business analysis knowledge to independently develop detailed business requirements for program-wide complex software development of IT projects, including modifications and bug fixes. This includes developing project plans, conducting analysis to determine project feasibility, and developing and executing test plans.
- Develops Quality Assurance (QA) plans for data and applications, and leads the program in testing solutions to validate compliance with business requirements.
- The IT Project Manager uses knowledge of technology and software development processes to make independent determinations of estimates for project resource requirements, assignments, project risk management, and task prioritization.
- The position offers interesting and challenging work. It requires working in a team environment to develop IT solutions to support the program's important work in preventing and reducing the impact of oil spills.
- This position may require unplanned overnight travel for 2-3 days at a time in order to assist with the response of an oil spill incident.

Required Qualifications:
An Associate's degree or higher in Computer Science, Information Technology, or related field OR completion of a two year accredited vocational training program in Information Technology or related field
AND
Two (2) years of recent professional experience in business analysis and/or IT project management for medium to large scale applications.
OR
A Bachelor's degree in information Technology, Computer Science or related field may substitute for all of the above except for one (1) year of the required experience.
OR
Four (4) years of recent professional experience in IT project management or related field. Experience includes but is not limited to business analysis, user interface design, system testing, and all facets of IT project management for medium to large scale information systems.
Desired Qualifications
- A bachelor's degree with a focus on computer science, project management or a related field and four (4) years of information technology experience managing software development projects using Agile project management techniques. At least three (3) of the four (4) years of experience should be within the last four (4) years.
- Agile Project Management certification such as the Project Management Institute ACP or Scrum Master Certification.
- Experience in developing mobile applications.
