GIS APPLICATIONS SPECIALIST (civil service examination required)


GIS APPLICATIONS SPECIALIST

 

DEPARTMENT: GIS / City Manager’s Office       ANNUAL SALARY RANGE: $47,424 to $61,921

 

GENERAL STATEMENT OF DUTIESUnder the supervision of the GIS Coordinator/Analyst, the GIS Applications Specialist provides technical expertise using data, maps, applications and other tasks as assigned using the City of Dubuque’s enterprise GIS.

 

DISTINGUISHING FEATURES OF THE CLASS: The work in this class involves maintaining data and providing training and technical support to City and strategic partnering agency staff. The GIS Applications Specialist fosters relationships and work with City departments and strategic partnering agencies to enhance and expand the use and knowledge of GIS. This includes data extraction, data development, analysis, mapping, web mapping and applications, support and story map development. These activities assist the City organization and partner agencies in achieving goals and priorities using GIS technology. General supervision is received from the GIS Coordinator/Analyst and work may be reviewed in progress or upon completion.

 




EXAMPLES OF WORK (ILLUSTRATIVE ONLY):


 

ESSENTIAL:      Assists in GIS integration and compatibility with other software and applications consuming GIS data; including, but not limited to, Accela, WebQA, Cartegraph, InVision FM, Socrata, ArcGIS for Microsoft products and other legacy applications; assists the GIS Coordinator/Analyst with day to day GIS technical support and other tasks; assists in the management of versioned databases and datasets; assists with story mapping to tell City departments’ stories and work to provide a clear narrative for residents; informs the GIS Coordinator/Analyst of any observed system performance issues; documents pertinent information about all incidents and resolution; places and responds to ESRI (and other vendor) support cases; makes presentations to various teams and groups on work products and process; performs quality control/assurance of data duties; observes and reports system maintenance and performance issues to the GIS Coordinator/Analyst; documents and organizes information and resolutions of specific technical support of GIS issues for future use; manages and extracts information for input into Socrata related open data; creates and presents information related to GIS and related applications to various teams or groups on work products and processes; responds to residents questions and service requests in a courteous, timely and equitable manner; participates in the City’s intercultural competency training and program.

 




KNOWLEDGE, SKILLS AND ABILITIES:


 

ESSENTIAL: Knowledge of Esri, ArcGIS Desktop 10x and Microsoft Office products including Outlook, Word, PowerPoint and Excel and Office 365 online applications including SharePoint and OneDrive; knowledge of diversity, equity and inclusion; skill in the use of desktop computers; ability to learn Windows-based operating systems; ability to design, plan and implement new data sets created by the employee in this position and other City or strategic partnering agency staff; ability to create clear maps, web maps and applications that cater to the intended audience of the products; ability to publish ArcGIS Server related services for use in Esri applications, including ArcGIS Online and/or open source applications; ability to work with data in other formats (Excel, Word, PDF documents, etc.) and incorporate them into GIS; ability to provide GIS related technical support to users; ability to communicated clearly both orally and in writing; ability to establish effective working relationships with supervisors and other employees; ability to work on and manage multiple projects at the same time; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, responsibility, innovation and teamwork.

 




ACCEPTABLE TRAINING AND EXPERIENCE: Experience working with GIS; experience working with a diverse workforce; possession of a degree from an accredited college, university or technical school with major coursework in GIS or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills, and abilities.


 

OVERTIME STATUS: Non-Exempt
