The State of New Hampshire, Department of Transportation, Division of Finance, Bureau of Finance & Contracts has a vacancy for a full time Business Systems Analyst I.
 
SUMMARY: To assist the DOT financial operations in the Bureau of Finance & Contract by analyzing current manual data collection methods and practices and developing automated report processes and report generation. To coordinate completion of assigned automated business system modifications with other information technology (IT) personnel including but not limited to DoIT, other State agencies, and outside vendors.
 
RESPONSIBILITIES:
  • Researches and makes recommendation of automated solutions of financial reporting and business systems applications to user-identified needs.
  • Develop and implement procedures to address recommendations & improvement in business systems applications and practices.
  • Researches functional specifications for system changes, including resource estimates and coordinating hardware/software procurements with vendor.
  • Develops and executes test plans in conjunction with internal/external technical staff and user staff, reports results to agency management.
  • Coordinates and implements models/prototypes of system components, including screen forms and reports. Provide necessary training as needed to end-users.
  • Analyzes systems errors and problems; recommends solutions, and provide technical assistance to Bureau staff.
 
MINIMUM QUALIFICATIONS:
 
Education: Bachelor's degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
 
Experience: 6 years of experience in systems analysis and broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, 3 years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for 1 year of required formal education.
 
License/Certification: Applicant must possess a valid driver's license. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
 
PREFERED QUALIFICATIONS: Working knowledge and experience with ERP and other automated and complex financial systems. Proficiency in Word, Excel and other spreadsheet skills. Understanding of fixed asset reporting is desirable but not required.
 
SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
