Transportation Engineer 3 - ITS Operations Manager

The Opportunity:
WSDOT Northwest Region Traffic Management Center (TMC) is very excited to present a great opportunity for a motivated Engineer who has strong leadership skills and a potentially exceptional aptitude for Region's Intelligent Transportation System (ITS) operations and improvement projects. The chosen candidate will become part of a nationally recognized team and will have a strong potential for upward mobility. Close mentoring and training will be provided.

This position is required to provide daily supervision to the TMC technical engineering staff. Decisions made by this position can affect the safety and the flow of traffic on the freeway and the adjacent arterial systems. The incumbent is expected to seek out more efficient and better ways to run the center and the regions roadways. This will coordinate and define innovative operational solutions to ITS design, construction, and implementation, which is critical to the success of the regions' ITS program.

The TMC supervisor is the team leader for the engineers, technicians, and interns working in the TMC. The supervisor and his/her staff are expected to make operational decisions on the fly, as well as leading operational and planning analysis of freeway and arterial operations. This position guides others using strong leadership skills and in depth knowledge of TMC operations.

This position will also perform the following work:
  • Lead the daily operations of the TMC engineers, technicians, and interns.
  • Performs and supervises operational and traffic engineering analysis and prepares engineering reports.
  • Makes recommendations for the improvement of freeway facilities based on engineering reports.
  • Provides technical advice to the regions ITS design group.
  • Analyzes internal TMC operations to look for and eliminate inefficiency and redundancy.
  • Communicates with software engineers and programmers on TMC software enhancements, maintenance, and development.
  • Observes and analyzes traffic flow and operational conditions via available ITS devices.
  • Operates ramp meter system, VMS, HAR, ATM and monitor PC and CCTV displays.
  • Controls and manages traffic flow around incident scene by deploying appropriate ITS devices.
  • Coordinates incident management efforts with Radio Communication, field IRT, and local agencies.
  • Communicates in verbal and written forms to the public on issues regarding WSDOT traffic operations.
  • Communicates and coordinates work regularly with WSDOT public relations staff and Radio/Tunnel staff regarding traffic issues.
  • Monitor and operate tunnel life safety systems including but not limited to fire suppression systems, lighting, and fans
  • Communicate with the public and support groups.
  • Perform site reviews at both current and future locations.
  • Be available to be on-call when the need arises.
  • Be available to work weekends, day, evening, night, and any shift when an emergency arises.
An ideal candidate will have to master the above tasks and duties within the probationary period (for external candidate) or trial period (for internal candidate).
 
An ideal candidate for this position will have:
  • Bachelor's Degree in Civil Engineering or Washington State Engineer in Training (EIT) certification.
  • Working knowledge of WSDOT freeway management practices and principles.
  • Fundamental understanding of the ITS structure and elements around which the Northwest Region Traffic Management Center is built.
  • Strong supervisory, leadership and analytical skills.
  • Strong aptitude to learn and navigate the TMC server network and various services and applications.
 
Position Schedule: This position works the following days in the TMC: Tuesday – Friday (four 10 hour shifts), or Monday – Friday (five 8 hour shifts), or alternate workweek schedule that result in total 80 hours each two week period. Shift start times are flexible and can be anytime between 6am and 9am.
