USDA Farm Service Agency County Operations Trainee (COT)

The U.S. Department of Agriculture Farm Service Agency is hiring four County Operations Trainees in Michigan.

County Operations Trainees are full-time employees hired to complete a twelve-month training program that may require travel throughout the state of Michigan. County Operations Trainees who successfully complete the 52-week training program are considered for County Executive Director positions.

Each of Michigan’s 49 FSA County Offices is managed by a County Executive Director, who successfully County Operations Trainee program. Depending upon agency needs, candidates will be expected to relocate within the state when the training program is complete. 

Candidates will be evaluated on:
  • Knowledge of farming practices and customs.
  • Policy, program and operation of FSA organizations.
  • Skills and ability to provide leadership, directions, and coordination in carrying out assigned programs.
  • Capability and experience in meeting clients and speaking effectively before groups.
  • Development and experience in effective methods of communications with both staff members and clients.
  • Training and experience in supervision and subordinates.
  • Development of skills and techniques for motivating people effectively.
  • Ability to participate in local related community affairs and organizations.
  • Skill and experience in working with and getting along with staff members and programs participants.

County Offices are the direct link between the Farm Service Agency and local farmers and ranchers. County Offices are responsible for administering Agency programs at the local level, for providing guidance and assistance to program participants and others, and for leading outreach efforts to inform the public about FSA programs.
