This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.
The New Castle Conservation District (NCCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Planner I with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Waste and Hazardous Substances.
JOB SUMMARY
The selected candidate will provide entry-level planning and legal support to the Division of Waste and Hazardous Substances (WHS). Primary responsibilities include assisting with Freedom of Information Act (FOIA) requests, reviewing and redacting personally identifiable information (PII) and other sensitive information from divisional records, and supporting the operational efficiency and continuous improvement initiatives at the branch, section, and division level.
ESSENTIAL FUNCTIONS
Essential functions are fundamental, core functions and are not intended
to be an exhaustive list of all job duties.
- Assists with the coordination, review, and processing of Freedom of Information Act (FOIA) requests and divisional records requests.
- Reviews and redacts personally identifiable information (PII) and other sensitive information from divisional documents using Adobe Pro or tools in the Division’s internal electronic content management system.
- Works collaboratively with division paralegals to support the timely and accurate review, organization, redaction and release of records and documents.
- Reviews existing policies, procedures, and document management practices to remain current with PII, records retention, confidentiality, and public disclosure requirements.
- Assists with identifying process improvements and recommending updates to policies and procedures to support operational efficiency and continuous improvement initiatives.
- Responsible for less complex planning projects.
- Responsible for providing assistance to higher level planning staff on more complex projects, including supporting strategic services projects.
- Other related duties as assigned.
JOB REQUIREMENTS
Applicants must have the following:
- Six months experience in research, design, collecting data, analyzing, and presenting results in a planning function or project.
- Knowledge of the theories, concepts, principles, practices and procedures of planning.
- Knowledge of the principles and practices of problem formulation, research design, implementation and analysis.
- Knowledge of analytical and evaluative modes.
CONDITIONS OF EMPLOYMENT
- Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.
- The Conservation District does not provide sponsorship for holders of H-1B Visas.
- Direct Deposit of paychecks is required of all new employees.
- Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

The New Castle Conservation District offers a comprehensive benefits package, including: 37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)
