WHAT YOU'LL BE DOING DAY TO DAY

As an Intelligence Operations Specialist (Insider Threat Officer), you will use your knowledge and experience to optimize business results and customer experience by:

  • Serving as an Insider Threat Officer (Intelligence Operations Specialist) with HHSwide responsibility to coordinate strategic information and intelligence programs and operations in support of the Secretary, Deputy Secretary, and OPDIV/STAFFDIV senior leadership.
  • Conducting routine and basic CI analysis, fusing intelligence reporting, security data, behavioral indicators, cyber activities, and other classified and unclassified information to identify, assess, and characterize CI-relevant risks, anomalies, and potential insider threats.
  • Executing proactive CI program development to strengthen defenses against unauthorized disclosures, foreign intelligence targeting, sabotage, misuse of access, and other threats to personnel, facilities, information, and mission-critical systems.
  • Building and sustaining collaborative relationships with internal stakeholders and external partners across the Intelligence Community, law enforcement, security, legal, HR, IT, and insider-threat programs.

 

Qualifications

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:

  • Leading the development, implementation, and evaluation of counterintelligence (CI), insider threat mitigation policies, operational constructs, governance frameworks, and applicable executive directives in order to integrate cross functional and enterprise-wide processes
  • Analyzing and synthesizing complex intelligence, security, and behavioral information to detect CI risks and insider threat indicators and producing high-impact assessments (written and oral) and strategic risk evaluations for senior policymakers.
  • Developing and applying comprehensive, risk-based mitigation strategies to counter CI threats, foreign intelligence targeting techniques, insider risk behaviors, and vulnerabilities affecting federal systems, programs, or operations.
  • Collaborating with intra- and interagency stakeholders on CI and insider threat initiatives, ensuring timely delivery of mission outcomes, to align mitigation activities, synchronize operational responses, and advance enterprise-wide CI objectives and investigations.
