GENERAL DESCRIPTION:  


 

This is a Natural Resources Program Principal in the Storage Tank Program. This position is responsible for remediation projects including comprehensive planning, approval of engineering designs, and coordination of construction and maintenance of multi-faceted remediation systems to facilitate cleanup of contaminated sites and to conduct tank installation/modification and removal inspections. The position requires responding to requests for information, including file review requests and remediation contaminant characterization. This position coordinates and communicates with other programs in the Agency and Division to ensure compliance. The successful candidate must reside within commuting distance to the office located in either Cheyenne, WY or Casper, WY

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.



 

  • Reviews consultant submittals, including plans/specifications and reports, and work with consultants to develop remedies for remediation.
  • Analyzes/compiles complex environmental data and draws conclusions associated with site characterization, risk assessment and remedial alternatives. 
  • Answers technical questions related to policies, procedures, regulations, and statutes.
  •  Prepares new project site descriptions and participates on consultant selection committees. 
  • Oversees consultants’ and contractors’ activities for numerous complex investigation and remediation projects that serve to protect human health and the environment. 
  • Performs written performance appraisals for consultants and contractors. 
  • Performs scope of work and cost negotiations during contract and amendment preparation for consultant and contractor services.
  •  Reviews and approves contractor field orders, site work orders and value change proposals. 
  • Coordinates with city, county, state, tribal, and federal officials; property owners; realtors; bankers; consultants and other affected parties concerning technical matters and environmental site conditions.


 

 

Qualifications

 

 

 


PREFERENCES: 


 

  • Preference may be given to applicants with a Wyoming Professional Geologist license or a Wyoming Professional Engineer license.


 

KNOWLEDGE:


 

  • Knowledge of geology fundamentals, construction practices, and environmental cleanup methods.
  • Knowledge of project management principles.   
  • Knowledge of civil and/or environmental engineering, chemistry, hydrogeologic and geologic processes and disciplines; pollution control; and evaluation processes.  
  • Knowledge of general principles of remediation technologies for refined petroleum products, hazardous substances, and chemicals typically related to landfill leachate. 
  • Knowledge of and ability to read, research, interpret and apply federal, state, and local environmental laws, rules, and regulations.
  • Knowledge of and ability to read, research, interpret and apply state policies and procedures. 
  • Knowledge of environmental concepts, especially in relation to underground storage tanks, above ground storage tanks, and the Resource Conservation and Recovery Act, Subtitle I.
  • Ability to proficiently use a personal computer and various software packages.
  • Ability to simultaneously work on multiple projects and meet deadlines and achieve agency goals.
  • Ability to reason with and influence dissatisfied people. Ability to remain calm and firm and recommend equitable enforcement action.


 


MINIMUM QUALIFICATIONS:
 


 

Education:

Bachelor's Degree (typically in The Sciences)

 

Experience:

1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

 

OR

 

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

PHYSICAL WORKING CONDITIONS:


 

  • Must be able to walk over uneven ground.
  • Must be able to work through all types of inclement weather. 
  • Must be able to operate 4-wheel drive vehicles.
  • Must be able to lift 50 pounds.
  • Overnight travel required.
  • Participation in the various groups as Wyoming's representative may require extensive travel at times.
