Human Resources Coordinator - FT

Under the general direction and supervision of the Senior Director, Human Resources, the Human Resources Coordinator performs a variety of human resources functions. This position may be assigned responsibilities that include serving as the point of contact for the hiring process, developing recruitment strategies, and assisting with employee development and performance improvement/coaching opportunities. This position may also be assigned special projects and/or research assignments to support and improve College practices and ensure College-wide compliance with federal, state, and local employment requirements. This is a full-time regular position.

Essential Functions

Employment & Classification

  1. Knowledge of Human Resources procedures and personnel transaction processing techniques. Ability to learn to interpret, apply, and explain rules, regulations, policies, and procedures, and apply them in a variety of procedural situations.
  2. Serves in a customer-facing, consultative role and is responsible for providing human resources support in a timely and accurate manner and in compliance with all applicable College, State, and Federal regulations, policies, and guidelines.
  3. Work closely with employees within the College, as well as key stakeholders, providing a high level of customer service and professionalism in all interactions.
  4. Assist in the review process for College policies and procedures, divisional/operational handbooks, and management plans.
  5. Work with SDHR & division leadership to assist with future needs for staffing, including updating position descriptions and identification of recruitment targets – i.e., job fairs, college outreach, targeted advertising resources, recruiting, etc.
  6. Coordinate the application, advertising, interview, and offer processes to ensure accuracy, consistency, and timeliness.
  7. Develop initial application questions to obtain complete information on candidates’ qualifications during the application process in connection with the Human Resources Information Systems. Ensure that initial questions are appropriately detailed in the job posting, and develop criteria with the supervisor to ensure that questions accurately reflect the job description, functions, and posted qualifications. Draft and develop a “ranking system” of applicants for each posting within People Admin.
  8. Conduct detailed position classification and compensation analysis/studies, position audits, and analysis. Work with division leadership to determine the experience, knowledge, skills, and abilities required for positions. Develop and revise job descriptions and classes, and prepare recommendations for the classification and reclassification of positions and classes. Assure that all job descriptions are reviewed and, as necessary, appropriately revised at least annually. Ensure that job qualifications, Knowledge, Skills, and Abilities, and classifications are reviewed for consistency and accuracy.   9. Complete initial information review and analysis for recommended candidates to detail related educational and work experience qualifications, outcomes of the interview process, references, background checks, verifications of prior employment, and recommendations for employment.
  10. Develop recommended salary offers and review recommendations with the AVPHR or SDHR prior to offers of employment.
  11. Serve as a resource and central point of contact for employees, interview teams, and applicants concerning hiring, postings, and the application processes.
  12. Serve as HR liaison for Interview Teams as needed or directed.
  13. Utilizes technology to provide professional services.
  14. Conducts all work with a high degree of confidentiality and professionalism in the support of initiatives, projects, efforts, and tasks relating to the Human Resources division and College Administration.

Professional Development

  1. Identifies and facilitates ongoing professional development opportunities, various HR-related trainings, and performance improvement strategies. This will include managing college-wide promotional efforts such as newsletters, registration, and delivery of HR-related training topics, coordinating external trainers, tracking and reporting on committee efforts to the college administration.
  2. Develop reports, communication, and training for supervisors, and assist in the development of performance improvement plans and/or professional development goals.
  3. Serve on and, as directed, coordinate various teams and committees
  4. Continually seek to expand Human Resources and training expertise by attending conferences, workshops, programs, professional reading, and seminars relating to HR and Employee Development.
  5. Assures responsible compliance with the established budget and complies with all processes for purchasing, bidding, agreements, and contracts.
  6. Maintains, reviews, processes, and develops a variety of extremely confidential and sensitive information in a secure, professional, and trustworthy manner.

Tuition Reimbursement/Waiver

  1. Monitor, track, and process Tuition Reimbursement and Tuition Waiver requests from eligible staff and faculty.
  2. Develop reports and coordinate with Accounts Payable and Administrative Services to ensure compliance with the established budget for Tuition Reimbursement each Fiscal Year.

Performance Management

  1. Coordinate and manage appraisal notifications to supervisors for upcoming and overdue employee evaluations.
  2. Process probationary completion memos for faculty who have completed their probationary period.
  3. Maintain appraisal records by documenting, filing, and retaining completed performance evaluations in accordance with College procedures.

Supervisory Tasks

  1. Oversee and provide general direction for the recruitment and hiring processes. Monitor the process for recruitment and onboarding of new employees. Ensure the recruitment processes and procedures are effective in hiring the most competitive, qualified, and diverse workforce. Review vendors, contracts, and agreements, ensure compliance with the budget, and recommend vendor and budget changes.
  2. Provide oversight of the College’s employee professional development and training programs, such as professional development training.

Minimum Qualifications

  1. Associate’s Degree in the area of Human Resources, Business Administration, Business Management, or a directly related field of study.
  2. Three (3)* years of professional Human Resources work experience or professional business experience requiring regular work in job analysis, classification, salary studies, recruiting, interviewing, employee training, and other traditional HR functions as a regular function.

*A Bachelor’s degree in Human Resources, Business Administration, Management, or a directly related field of study may substitute for up to one (1) year of required work experience, or a Human Resource professional certification (APHR, SHRM-CP, PHR) may also substitute for up to one (1) year of work experience.

Salary

$51,566 per year

Benefits

SCC BEN Dollars – Eligible Employees: Full-time status. Regular employees with an FTE of 0.75 or greater will be eligible for SCC Ben Dollars. All employees will be required to elect a health insurance option. If the cost of insurance coverage selected by an employee exceeds the SCC Ben Dollars available, all additional costs will be withheld from the employee’s paycheck. Any SCC Ben Dollars that the employee does not elect to use for the purchase of dependent health and dental insurance will be paid to the employee in cash at $0.93 per $1.00 benefit dollar. All amounts paid are subject to withholding for income and employment taxes, but not subject to the College’s contribution toward the Retirement Savings Plan – Group Retirement Account (GRA).

Schedule

Normal working hours for this full-time regular position are scheduled between 7:00 a.m. and 5:00 p.m., Monday through Friday, requiring a minimum of a 40-hour workweek, based on a 260-day work calendar. Scheduled special activities, emergencies, or temporary schedule changes may require hours outside of the regular workday or workweek.
