Policy Analyst V
JOB SUMMARY: The Policy Analyst V will be responsible for sustained engagement with staff from the states of Minnesota, Wisconsin, and Michigan during their respective water quality standards triennial review processes. Specifically, this position will be responsible for advocating for established tribal priorities in the review process and building a foundation for engagement in water quality standards implementation and in future triennial reviews.
RESPONSIBILITIES:
- Develop relationships with staff from the states of Minnesota, Wisconsin, and Michigan who are involved in triennial reviews of their respective water quality standards, as required by delegated programs under the Clean Water Act.
- Consistently engage in meetings and conversations regarding the triennial review of each state’s Water Quality Standards and assist in advancing specific tribal priorities that will enhance the protection of treaty reserved resources. Develop an understanding of, and engage in the review and standards development process in each state.
- Coordinate with technical experts on GLIFWC staff to ensure effective engagement and advocacy of tribal positions regarding fish consumption and manoomin protection with state staff.
- Engage with staff of tribes where ceded territories are shared to support consistency in views where appropriate.
- Provide ongoing updates to GLIFWC leadership.
- Other duties as assigned.

QUALIFICATIONS:
- Juris Doctor or master’s degree in public policy, environmental sciences or related field. Bachelor’s degree in public policy or environmental sciences with equivalent experience in Clean Water Act processes will be considered.
- Familiarity with the Clean Water Act and Water Quality Standards development and review processes.
- Familiarity with Indigenous communities, tribal organizations, natural resources,
environmental education, or public outreach program
- Strong written and verbal communication skills.
- Ability to effectively track and engage in multiple initiatives.
- Experience with governmental agencies.
