Programs Manager
Essential Functions: Position is the Programs Manager of the Oklahoma Library for the Blind and Physically Handicapped (OLBPH) and is responsible for directing and managing the daily operations of this statewide program within the Division of Services for the Blind and Visually Impaired of the Department of Rehabilitation Services. The OLBPH is part of the National Library Service for the Blind and Physically Handicapped network of libraries and provides information and reading materials for both pleasure and educational purposes in accessible formats. The library provides general library services; operates an Accessible Instructional Material Center (AIM); operates an in-house digital recording studio, both online and telephone-based audio information services; and has a repair facility for digital talking book players, as well as braille writing devices. The OLBPH currently services approximately 5,000 patrons and has a staff of 20 employees.
Duties include providing guidance and oversight for all library services and programs, providing supervision of all library employees and providing oversight of the Travis Harris library building and grounds which also houses other employees within the Department of Rehabilitation Services.
Applicant must be willing to perform all job-related travel.
Trial period (if applicable) is required.
Preferred Qualifications: Preference may be given to candidates with a Master’s degree in Library Science from a program accredited by the American Library Association.
Background Check: The Department of Rehabilitation Services will conduct a criminal background check on new hires as part of an offer of employment that is made contingent upon a successful criminal background check.

Education and Experience Requirements:
Level II - required at this level consists of a master’s degree and one year of professional experience; or a bachelor’s degree and two years of professional experience; or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
Level III - required at this level consists of a master’s degree and two years of professional experience; or a bachelor’s degree and three years of professional experience; or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
Level IV - required at this level consists of a master’s degree and three years of professional experience, a bachelor’s degree and four years of professional experience; or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
