General Description: Assistant Recreation Manager role is a highly responsible and professional position which plans, organizes, and directs the operations of parklands, recreation facilities and programs under the operating responsibility of a portion of the County (or department) and coordinates with the other superintendents to assure continuity of department activities. The ideal candidate will possess proven effective time management skills and demonstrate expertise in customer service, leadership, and communication.
Essential Job Descriptions: Supervises the operation, programming, staffing, and budget in a region of the department's Recreation division. Responsible for, but not limited to all programming, events and contracted partners operating at the facilities including recreation complexes, community centers, picnic areas, shelters, open space, athletic fields, aquatic facilities and water parks, playgrounds and trails. Directs special recreation programs and events and construction via specialized staff assigned to complete related projects and programs. Assists in directing contracted work. Applies professional knowledge of routine and complex park operational work, including recreation programming and events, contractual partnerships, and general maintenance. Leads team and provides guidance to assure Recreation Division meets national trends, standards and best practices in various recreational program areas. Performs facility inspections and makes decisions to ensure that park site operations, maintenance and programming meet all department standards, policies and procedures. Coordinates with sports leagues and other organizations to assure proper scheduling and preparation of sports areas and recreation facilities. Coordinates personnel schedules, recreation program schedules, and major equipment assignments. Works with Parks Maintenance Supervisors to assure facilities are properly maintained and safe. Provides liaison with other Assistant Recreation Managers and outside organizations by coordinating tasks, activities, and recreation programs to avoid conflicts and to ensure efficiency. Investigates and resolves public complaints pertaining to the operations of parklands, and public programs. Prepares budgetary and cost estimates for operational concerns, including construction, maintenance and recreation operations for their section of the Recreation Parks division. Makes recommendations on specifications for purchase of new equipment and supplies, and funding of programs. Responsible for interviewing, hiring, training, and evaluating full-time, part-time, and seasonal staff; also instructors, contractors, and volunteers. Approves pay role for full time and seasonal employees. May prepare and deliver presentations community organizations, schools, civic groups, etc. Produce timely, professional and concise memorandums, reports and other job related documentation and correspondence. Approves requisitions for supplies and equipment, and assumes administrative control of budgeted monies allocated to the position's area of responsibility. Maintains a variety of records, including cost accounting for recreation and some maintenance operations. Prepares technical reports and correspondence as required. Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of leisure service trends, recreation programming, and facility management techniques.
- General knowledge of current grounds and structural maintenance practices and techniques.
- Knowledge of the philosophy and objectives of public parks and recreation services.
- Ability to plan, organize, schedule, and monitor the work capabilities and progress of various staff and programs.
- Ability to select, train, and evaluate parks and recreation staff.
- Ability to evaluate new and proposed improvements to parks and recreation operational programs, maintenance and construction methods, and related equipment.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to establish and maintain effective working relationships with employees, community organizations, and the public.
- Ability to stimulate and develop community interest, support, and participation in parks and recreation related activities.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively, using verbal, written and visual communication. Ability to sit, stand, and walk for extended periods of time.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Parks and Recreation Management, or a closely related field. Four (4) years of experience in parks and recreation operations, with two (2) years supervisory capacity over professional parks and recreation personnel.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Professional Parks and Recreation Certification preferred.
