Position Overview

 

This position is accountable for the planning and direct supervision of the erection and maintenance of traffic control signing, sign fabrication and the application of pavement markings on state highways within an assigned geographic area. 

Essential Functions

  • Develops and directs implementation of the annual program to ensure that the work is accomplished on schedule and within acceptable costs.
  • Provides direct employee supervision through the assignment and review of work, approval of time off, recommending discipline, preparing and signing performance evaluations, and establishing staffing needs, work hours, and overtime authorization.
  • Participates in disciplinary and grievance resolution proceedings, in conjunction with Labor Relations. Assists the Labor Relations staff in preparing for work rule negotiations. Assists Labor Relations in negotiations of collective bargaining agreements and may be called upon to participate in the negotiation process.
  • Develops and directs implementation of emergency sign replacements to ensure safe and efficient operation of the state highway system.
  • Maintains acceptable standards of productivity through effective organization and training of work crews, proper allocation of resources and the efficient utilization of equipment.
  • Provides for the security, safety and upkeep of the sign shop, grounds, and ensures that all equipment is maintained in a safe and efficient operating order.
  • Develops, trains, and appraises a competent, well-motivated staff to accomplish programs and objectives and to perform safely and effectively.
  • Ensures subordinate staff performs duties in accordance with departmental safety work practices and programs.
  • Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a related technical/science curriculum PLUS six years of experience in civil engineering, roadway construction, highway maintenance, traffic operations, public works, or a related field OR Eight years of experience in engineering technology, civil engineering, roadway construction, highway maintenance, traffic operations, public works, or a related field.

Preferred Qualifications

  • Four years’ experience supervising a unionized workforce.
  • Working knowledge of the Federal Highway Administration’s Manual of Uniform Traffic Control Devices related to traffic control signage and pavement markings.
  • Ability to plan and direct efforts of work for efficient accomplishment of program objective.
  • Ability to maintain harmonious relationships with employees, agency officials and the public.
  • Strong oral and written communications skills and computer skills.

Conditions of Employment

  • Valid driver’s license.
  • Ability to perform outdoor work in a variety of conditions including, but not limited to, inclement weather, active construction sites, drilling sites, and roads open to traffic.
  • Districtwide and statewide travel.
  • Occasional overtime.
  • Successful completion of a background check.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
