Budget, Procurement, and Maintenance System Manager (Closes 4/24)

In support of this vision, this position reports to the Chief of Maintenance & Traffic and provides direct support to the Deputy Chief of Roadway Maintenance and Deputy Chief of Traffic and Incident Management and all Maintenance and Traffic Unit Managers. The position is responsible for management and oversight of several functional areas of the Maintenance and Traffic Department. These functional areas include: the Department's Operating Budget, components of the Department Capital Budget, Roadway's Computerized Information System, Tollway Contract Towing and Motorist Towing. Through this position all Maintenance and Traffic Department Budget and Procurement information, as well as Roadway data and information is maintained at the highest level.

 

Essential Job Functions

 

This position reports to the Chief of Maintenance & Traffic, as does the Deputy Chief of Roadway Maintenance, Deputy Chief of Traffic & Incident Maintenance, and Executive Secretary. This position has one Maintenance Management Systems Analyst direct report. This position also oversees the daily purchasing activities by the fourteen (14) Maintenance Section Clerks. 

This position will require proactive management of Roadway's information systems, including Cartegraph, Shopping Carts, and Inventory.. This position constantly monitors the Department’s budget status, reporting and advising Deputy Chiefs of Maintenance & Traffic and Department heads of their budget status. This role will also  work closely with the Procurement Department to ensure Roadway Maintenance and Traffic & Incident Management contracts are properly managed. 

This position must maintain a positive line of communication within the Tollway with all Department Managers, Procurement staff, Finance Budget Staff, and the Maintenance Site Staff. Key contacts outside of the Tollway would include Contract Vendors.

The position works closely with Procurement Buyers and Central Warehouse staff. Internal contacts include Department Chief and Deputy Chiefs, Accounts Payable, Office of Budget, Sign Shop, Traffic Center, ITS, Dispatch, Roadway Electric, Roadway Manager, and Maintenance Site Managers.

Position Responsibilities

1. Development and Management of the Maintenance and Traffic Department budget with the assistance of the individual Unit Managers. This includes working closely with the Finance Department’s Budget Division on: 

a)    Coordinate the preparation of the Budget for all Maintenance & Traffic Department cost centers. 

b)    Preparation of Budget Reports and act as liaison with the Budget Division. 

c)     Assemble and provide priority levels for requests for tools and equipment. 

d)   Provide monthly analysis of Budget expenditures. 

e)   Determine budget recommendations and coordinate changes and corrections with all Department Deputy Chiefs, Unit Managers and the Budget Division. 

2. This position is accountable for the ongoing performance and maintenance of all computerized Systems including Cartegraph and SAP; the main objective is to manage and update this system and its subsystems to comply with current technology. Identifying and developing enhancements based on the needs of Roadway maintenance while implementing these enhancements is also a primary focus. This role will also assist Field Supervisory and Clerical Support staff on all system inputs and correcting any system errors.

3. Oversight and direct participation with Department procurements and contract monitoring. This includes tracking contract status and entering shopping cart requests for operational needs. 

4. Development of detailed computerized reports using spreadsheets and word documents. These reports consist of simple to complex analysis of Roadway Maintenance,  Traffic Operations, and Incident Management. 

5. In a timely manner, oversee all Roadway Maintenance, Traffic Operations, and Maintenance Garage Section Clerk shopping carts, ensuring accuracy through receipt follow-up for items to be removed from the system.

6. Assist IT Asset, Warehouse Asset, and Inventory staff to ensure all equipment is assigned to their designated area and accounted for.

7. Collaborates with the Chief Engineer, Chief and Deputy Chiefs of Maintenance and Traffic, Incident Management, and Roadway Management to provide documentation and information needed for Pre-Ops and Board Meetings.

8. Other duties as assigned. 

 

Qualifications

 

Education (Required)

A bachelor’s degree in Business Administration, Operations Management, Supply Chain Management or related field from a four-year accredited college.

Education (Preferred)

Certified Professional in Supply Chain Management (CPSM) or Certified Purchasing Manager (CPM).

Experience (Required)

A minimum of five (5) years of work experience in Management Information Systems or the equivalent is required. 

Extensive work experience in managing large complex budgets. 

A minimum of five (5) years’ supervisory experience. 

Detailed Reporting and Cost Analysis, Personnel Management, and desktop software including Microsoft applications such as Word and Excel. 

Strong communications skills and the ability to multi-task. 

Ability to prioritize work and develop effective and productive personal work schedules.
