Residential Coordinator

This full-time position requires experience in planning and implementing services and support, program quality, and licensing compliance for intellectual/developmental disabilities. The Residential Coordinator is responsible for the safe and efficient operation. It involves quality assurance, training of staff, preparation of programmatic and financial data and reports, and personnel related responsibilities. This job title is an exempt position as specified in NJAC 12:56-7.2. This position’s primary duty consists of the performance of office or non-manual work directly related to management policies or general business operations, and customarily and regularly exercises discretion and independent judgment; and regularly assists an employee in a bona fide executive or administrative capacity; who performs under only general supervision work along technical lines requiring special training, experience, or knowledge; or who executes under only general supervision special assignments and tasks; and devotes less than 40 percent of the work week to non-exempt work. You are being hired for the Residential Coordinator position. This is a specific job; not a building, location, classroom, day habilitation or group home. QUALIFICATIONS

- Bachelor’s Degree in Special Education, Psychology or related field, or Equivalent experience working with people with intellectual/developmental disabilities in a residential setting.
- Valid New Jersey Driver’s License.
- Strong written and oral communication skills in a comprehensive manner, using English language
- Good Planning and organization skills.
- Able to deliver effective presentations.
- Ability to deliver effective training programs.
- Ability to maintain and analyze budgets and interpret and analyze financial reports.
- Twenty-one years of age or older as mandated by the Community Care Program Manual.

- Adequate Computer skills in Microsoft word and excel.

- Minimum of three-year experience with individuals with intellectual/developmental disabilities including one-year residential experience.

- Supervisory experience in a residential program preferred.

- Professional disposition.

- A negative i3Screen (drug test) result mandated by Grantor.

- Must be cleared to work by the Department of Human Services FBI fingerprints.

- Must be cleared to work by the Department of Human Services Central Registry.

- Must be cleared to work by the Department of Human Services Child Abuse Registry.

- Ability to maintain appropriate relationships with people with disabilities utilizing normalization principles.

REQUIREMENTS

- Must complete medical physical and Mantoux test within sixty (60) days prior to date of employment.

- Must complete Danielle’s Law, Komnino’s Law, and Medications trainings through the College of Direct Support (CDS) prior to hire and refreshers as directed.

- Successfully completes and maintains CPR, First Aid, and Handle with Care trainings according to policy and procedures.

- Must complete Pre-Service Training Bundle within the first 60 days of employment.

- Must have the ability to communicate with the individuals with whom they are working.

- Must be capable of providing any direct assistance to the individuals with whom they are working.

- Must be free from any physical, emotional or mental functioning limitation or restrictions that would prevent the successful completion of any and all job responsibilities of this job title.

- Must have the ability to read, write, speak, and understand English.
- Must be willing to work flexible hours when needed for the benefit of the program.
- Must remain awake at all times while on shift.

- Must have an active phone number that can be accessed for program coverage and/or emergencies.

- Must follow the No-Smoking Rule at all properties associated with the agency.

RESPONSIBILITIES

- Responsible for reading, knowing and complying with all appropriate governing documents in the administration of their programs be it contracts, agency policies and procedures, State or Federal standards, specific program operations manuals and circulars both internal and external, and the like (i.e. CCP Manual, Supports Program Manual, Licensing Standards).

- Ensures compliance with the agency’s Operations and Personnel Manuals and the Division of Developmental Disabilities Standards Manual.
- Completes and/or reviews and submits all logs, records, forms, schedules, and reports as required by the agency and the Division of Developmental Disabilities. Maintains all program files according to agency and Division of - Developmental Disabilities specifications.
- Understands basic developmental disabilities and learning styles, using motivation techniques to help clients improve in areas with behavioral or medical challenges.

- Attends meetings and trainings as directed by Assistant Director of Residential Services, Senior Director of Residential Services, Director of Compliance and/or the Chief Executive Officer.

- Initially interviews possible Direct Support Professionals (DSPs) for the Department.

- Makes recommendations to hire to Assistant Director of Residential Services, Senior Director of Residential Services and Recruiter.

- Ensures nutritional and dietary needs of the clients are met.

- Ensures maintenance of dietary and nutritional information on clients.

- Makes purchases or monitors Supplemental Nutrition Assistance Program (SNAP) cards for all clients.

- Ensures that an adequate supply of food is maintained on-site, with a minimum inventory sufficient to last at least two weeks.

- Ensures all Individual Support Plans (ISPs) and supporting documentation are implemented and consistent with agency and State philosophy and requirements and monitors same.
- Ensures the accuracy of the information of the ISP by communicating with Support Coordinator and utilizing the State mandated form (ISP Revision worksheet) to report discrepancies in the plan as soon there is a change in the individual.

- Prepares for ISP meetings by completing Residential Provider Forms.

- Supervises maintenance of home and property, assuring safe, clean, and orderly environment.

- Ensures proper program coverage by staff at all times, consistent with client needs and program budget.

- Participates in and ensures accuracy of payroll reporting, responsible for adhering to staff scans and enforces policy.

- Reports overtime accurately, and to the hour, and ensures approval prior to the first accrued hours accordingly, in writing, to Assistant Director of Residential Services/designee.

- Ensures that no staff member works more than 15 consecutive hours, and obtains prior approval from the CEO for any staff required to exceed 16 hours in emergency situations, such as a client being hospitalized, severe weather conditions, etc.

- Ensures part-time staff and Substitutes do not go over 29 hours of work weekly as per labor law regulations.

- Reports staff attendance to E-Time Coordinator Assistant Director of Residential Services/designee.

- Coordinates client health care including scheduling and reporting appointments and treatment. Provides transportation to medical appointments when necessary.
- Notifies Assistant Director of Residential Services/designee of potential Family Medical Leave Act (FMLA) requests or absences.
- Maintains and adheres to payroll established reporting schedule.

- Ensures full, comprehensive training and orientation of new staff and substitutes.

- Monitors and ensures completion and adherence to the New Jersey Department of Human Services College of Direct Support (CDS) mandated training.

Supervises medication dispersion and documentation.

- Follow and demonstrates understanding of medication policy and procedures in the monitoring of the client’s medications. Completes Medication Error Report when needed.

- Ensures all training CDS assessments are completed accordingly.
- Report all unusual incident reports and internal reports including but not limited to seizures report, BOR, MER to Department Director/designee or the after hour on-call administrator.

- Facilitates appropriate family and guardian contacts, ensures confidentiality and HIPAA information is safeguarded in all conversations, interactions, and communications.

- Monitors and approves submission of daily logs for the purpose of ensuring proper billing documentation.

- Ensures Program attendance is submitted timely and reports attendance concerns accordingly.

- Reports all injuries according to Komnino’s Law 2018.

- Supervises staff and volunteers in program, providing guidance, role modeling and instruction as needed.

- Avoid negative impression with the community and report concerns accordingly.

- Maintains professional demeanor in all interactions with clients, supervisors, staff, families, neighbors, professionals and others involved in the program (verbally, through writing and physical demeanor).

- Proactively accompany and support clients during medical appointments, ensuring relevant information is provided to the healthcare professional. Clearly and accurately communicate details from the appointment to the Medical Compliance Officer, and/or designee.

- Ensures and maintains, documents, and disperses household funds including petty cash, grocery, client funds, recreation, accordingly as per policy.

- Coordinates/monitors daily activity and recreation schedules ensures that the Recreation Calendar is carried out as per client input and as per the planned calendar completed each month.

- Self Help Skills
- Community Living
- Social Skills
- Activities of Daily Living
- Ensures implementation and monitoring of Individual Support Plans, Behavior Support Plans and other training plans required.
- Ensures all staff meet expected performance criteria, evaluate staff training and disciplinary needs, and report as necessary to supervisory staff, with appropriate recommendations for action.
- Observes and reports to the Assistant Director of Residential Services/designee the status, progress and/or changes in clients.

- Completes staff evaluations and new hire probationary logs, as needed.

- Provides transportation for residents as necessary according to policy and provides Transportation Agreement.

- During off hours, serves as the “On Call” (24 hours/7 days) in case of an emergency in order to provide coverage or as directed by the Director of Residential Services. Reports and notifies concerns accordingly.

- May participate in the on-call administrator rotations for the department.

- Responsible for reading emails and responding timely.

- Implements department wide programming as requested by the Assistant Director of Residential Services/designee

- Adheres to and monitors program budget to ensure appropriate expenditures.

- Submits work orders and repair requests in a timely manner as per policy.

- Develops and implements staff training and client curricula in coordination with the Assistant Director of Residential Services/designee

- Coordinates, attends (and is on time) and/or schedules all required meetings relevant to the operation of the residential program as directed by the Assistant Director of Residential Services, Senior Director of Residential Services, Director of Compliance and/or the Chief Executive Officer.

- Follows a schedule to ensure organization is maintained for all aspects of the position.

- Provides a consistent means of relaying accurate and complete information from the Administration to staff and vice versa as needed.

- Responsible for directly or indirectly providing orientation and training for all new staff to include one-on-one training for all new hire staff and shifts.

- Has a complete understanding of the following: All employees are expected to work their entire shift. NO employee is to report late to work or leave their post prior to the designated end of the shift without prior supervisory approval. Any employee found guilty of leaving their work site during their shift or arriving to their post late without prior approval and falsifying documents will face full disciplinary action, which may include legal action. Understands fraud will not be tolerated.

- Prepares and conducts staff trainings as needed to include updates on policies and regulations and proper documentation to support said meetings.
- Participates in new client referral/intake process for participants.

- Assists with ensuring the implementation and monitoring of the department’s Continuous Quality Improvement system and creates corrective action plans as needed.

- Responsible for all program audit follow ups and communicates accordingly.

- Respects the confidential nature of all information regarding clients and families.

- Ensures that a client’s dignity is not compromised in any way.

- Ensures that a safe and healthy environment is maintained for all clients at all times.

- Ensures and monitors Fraud, Waste, Abuse understanding by all staff.

- Cooperates with the licensee and Department staff in any inspection, inquiry or investigation.

- Identify and ensure all staff complete agency/state mandated trainings (CDS, medication Assessment, etc.) within 60 days of hire.

- Ensures annual assessments are completed based on mandated regulations.

- All staff are strongly encouraged to participate in any/all fundraising activities to any extent possible.

- Performs all other duties as assigned by the Assistant Director of Residential Services, Senior Director of Residential Services, Director of Compliance and/or the Chief Executive Officer.
