The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is currently seeking a qualified and experienced individual for the position of Behavioral Health Clinical Supervisor to serve as the Director of Admissions and Liaison Services.  This position plays a critical leadership role within the agency.

  • Please Note: This position requires on call administrative coverage to support staff who work in programs that operate during weekend and evening hours on a rotating basis with other leadership staff.

THE ROLE:

The Clinical Supervisor provides administrative and clinical oversight of the multi-disciplinary Admissions team, ensuring individuals with severe and complex behavioral health and substance-related conditions receive timely access to appropriate services within the DMHAS system of care.

 

Responsibilities include overseeing comprehensive clinical assessments, prioritizing admissions for individuals at the highest risk, coordinating discharge planning from state-operated psychiatric hospitals, and ensuring individuals are placed at the appropriate level of care.

 

The role requires advanced clinical expertise and a strong knowledge of DMHAS-funded programs and community resources.

 

Collaborating with clinical teams and community providers to support safe transitions to treatment services, develops and implements discharge plans for clients involved with the Psychiatric Security Review Board (PSRB), and provides consultation and training on evidence-based practices.

In addition, the position leads agency committees related to DMHAS initiatives, supports outreach and engagement efforts to remove barriers to care, and oversees master’s-level student internship placements to ensure compliance with training and professional standards.

DMHAS is the state agency responsible for providing a comprehensive system of behavioral health services for adults experiencing mental health and substance use conditions across Connecticut. DMHAS works to ensure accessible, recovery-oriented, and evidence-based care through community programs, state-operated services, and partnerships with local providers. The agency is committed to improving outcomes for individuals with severe and persistent behavioral health needs by coordinating services, promoting early access to care, and supporting safe transitions across levels of treatment.

 

River Valley Services (RVS), a division of DMHAS, provides a broad range of behavioral health and substance use treatment services to adults in central Connecticut. RVS focuses on delivering person-centered, recovery-focused care through outpatient programs, community supports, and specialized services for individuals with complex behavioral health conditions. The agency collaborates closely with community providers, state-operated psychiatric hospitals, and other DMHAS programs to ensure individuals receive timely access to care, appropriate placement within the system of services, and safe transitions between hospital and community settings.


Please note:

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

 

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

 

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

 

SPECIAL REQUIREMENTS

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
