The Infrastructure Manager is a working manager position responsible for both leading and actively performing the design, implementation, and maintenance of Information Technology (IT) and Operational Technology (OT) infrastructure across the Pittsburgh Water organization. This role combines leadership with hands-on technical responsibilities, including configuring systems, troubleshooting issues, and managing day-to-day infrastructure tasks to ensure reliability, security, and performance of all networks, servers, and systems supporting business operations and industrial control environments.

The ideal candidate will have a strong background in managing hybrid environments, bridging traditional IT systems with OT networks, and ensuring seamless integration, uptime, and cybersecurity across both domains, while being comfortable rolling up their sleeves to perform administrative and technical work as needed.

RESPONSIBILITIES
• Oversee the installation, configuration, and maintenance of servers, networks, and other technology systems and network equipment.
• Lead and mentor a team of professionals, including network and system administrators and support specialists.
• Work with cybersecurity personnel to ensure the security of IT infrastructure through the implementation of best practices and security measures.
• Collaborate with external vendors and service providers to procure and manage IT/OT resources.
• Monitor system performance and troubleshoot issues to ensure optimal operation.
• Ensure high availability and performance of all infrastructure systems supporting business and operational functions.
• Oversee the integration and secure communication between IT and OT environments.
• Develop and enforce infrastructure standards, policies, and procedures across both IT and OT domains.
• Lead infrastructure-related incident response and root cause analysis efforts.
• Ensure compliance with industry regulations and standards relevant to both IT and OT systems.

KNOWLEDGE, SKILLS & ABILITIES
• Strong knowledge of IT and OT infrastructure (servers, networks, ICS/SCADA systems).
• Advanced knowledge of network security, segmentation, and compliance standards (e.g., NIST).
• Proven ability to lead infrastructure planning, lifecycle management, and system performance optimization.
• Knowledge of team leadership, resource allocation, and vendor/contract management.
• Strong ability to manage infrastructure projects from design to deployment.
• Ability to align infrastructure with business and operational goals, ensuring uptime and reliability of critical systems.
• Excellent communication skills with technical and non-technical stakeholders.

EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.

• Bachelor’s Degree in Computer Science or a related technical field.
• Five (5) years of relevant work experience with disaster recovery, networking and/or server administration.

GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment. 

Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.  

SUPERVISION EXERCISED / RECEIVED
Will directly supervise Network System Administrators / Will receive supervision directly from the Senior Manager, Technology Services.

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. The employee will frequently travel to different sites during all seasons to perform duties.

Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.

PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
