The State Water Resources Control Board’s Division of Information Technology is seeking an Information Technology Manager II (ITM II) to lead the Division’s Business Operations Support Branch.

Duties: Under the general direction of the C.E.A. B and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

The Chief Applications Officer (ITM II) has management responsibility for the Business Operations Support Branch which includes the following units: Applications Development Unit, Database Management Unit, and GIS/Web Support/Graphics Unit. These units provide mission critical applications and technical solutions across the department.

In addition to ensuring availability of these mission critical solutions, the ITM II is responsible for working with program product owners to identify enhancements and developing modernization roadmaps for applications, databases, GIS solutions, and other system components and spearheading initiatives to reduce technical debt, modernize and upgrade technologies, and consolidate data and systems where appropriate. The ITM II works with enterprise architects to develop and maintain architecture documents and standards. The incumbent works with the Information Security Office to ensure the security and availability of services.

The ITM II also identifies opportunities to use emerging technologies such as AI and automation tools to improve efficiency and effectiveness.

Working Conditions:

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
