Program Specialist - DHW

The Division of Self-Reliance is excited to announce an opportunity for a motivated, detail-oriented, and collaborative professional to join our team as a Program Specialist - DHW for the Temporary Assistance for Needy Families (TANF) program.

This position plays a key role in supporting TANF and Idaho Child Care programs by providing policy analysis and guidance, preparing program and fiscal reports, monitoring program activities, and collaborating with internal and external partners. The Program Specialist serves as a subject matter expert and helps ensure programs are implemented effectively, consistently, and in alignment with state and federal requirements.

This is an excellent opportunity for individuals who are passionate about improving systems and strengthening programs that support Idaho families. The ideal candidate enjoys working at the intersection of policy, data, and practice and is comfortable communicating complex information to a variety of audiences.

This position is based in downtown Boise, Idaho, with the possibility of a one day a week hybrid work arrangement upon approval. Some statewide and national travel may be required, including occasional overnight stays; candidates must be willing and able to travel as needed. 

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Lead and support processes related to TANF, child care, contracts, and program integrity. 
  • Analyze laws and regulations for program impact. 
  • Support rule development and program guidance. 
  • Provide service desk support, address contract escalations, and manage contract invoices. 
  • Develop tools, manuals, and procedures.

MINIMUM QUALIFICATIONS:  

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  • Experience developing, recommending and evaluating operating procedures and recommending changes. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. 
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience researching, interpreting, and applying laws, regulations, and complex policies, including policy development and analysis. Typically gained by two or more years of professional experience involving the analysis, development, implementation, or monitoring of public assistance programs, grants, or contracts, such as TANF, SNAP, Medicaid, ICCP, or similar human services programs.

Experience developing, evaluating, and recommending policy and procedural changes, including translating federal or state requirements into operational guidance. Typically gained by approximately one year of professional experience where policy or procedure development, evaluation, implementation, or revision was a primary responsibility of the position. This may include work related to program design, rule implementation, quality assurance, or business process improvement.

Experience creating clear, accurate technical materials such as policies, procedures, manuals, guidance documents, reports, or written interpretations of laws or regulations. Typically gained by at least one year of professional experience in a business or government setting developing written materials intended to support staff, document policy, explain regulatory requirements, or guide program operations.

Experience providing direction, clarification, and ongoing technical assistance to staff related to policy application, eligibility determinations, or program processes, including translating policy into practical guidance to support consistent implementation. Typically gained by one or more years of experience providing technical assistance, mentoring, training, or operational guidance to staff in a program, eligibility, or regulatory environment.

  • Experience analyzing complex information, researching multiple sources, identifying issues, assessing impacts, and recommending solutions to improve program operations, compliance, or service delivery. Typically gained by one or more years of professional experience performing analysis of program data, policies, procedures, or operational issues and developing recommendations or corrective actions.
