Program Evaluation Manager

The Department of Aging and Adult Services/Office of the Public Guardian is seeking a dynamic and analytical Program Evaluation Manager* to lead department-wide data collection and performance improvement efforts. In this key role, the Program Evaluation Manager* will be responsible for gathering, analyzing, and reporting on data that informs critical operational decisions and drives departmental performance. This includes developing and maintaining comprehensive operational reports, identifying data collection needs, and conducting high-level analysis on caseloads and other key areas. The incumbent will also support strategic planning efforts by developing departmental strategic and corrective action plans, establishing performance goals and measurable outcomes, and monitoring performance metrics across the department.

This role also includes District Manager-level responsibilities, offering a rewarding opportunity to make a broader impact. You will:

Develop, implement, and maintain regional program goals aligned with the department’s business plan

Ensure compliance with federal and state regulations

Evaluate program quality and effectiveness

Analyze and assess the impact of proposed policies and regulations

Provide supervision through subordinate supervisors

Lead collaborative planning with other agencies, departments, and community organizations

Resolve complex inquiries and complaints from clients, staff, or stakeholders

Minimum Requirements:


Education: A Bachelor's degree in behavioral/social science, business/public administration, or a closely related field.
 

 

-AND-
 
Experience: 
– Three (3) years of progressively responsible experience in a human service-related field in the areas of program evaluation, data analysis, strategic planning, or operational performance management.
– At least two (2) years must include supervisory or lead-level experience overseeing program staff and managing projects.
– Experience must include responsibility for developing and implementing program goals, ensuring regulatory compliance, evaluating program effectiveness, and leading cross-agency or community collaboration efforts.

License: A valid California Class C driver’s license and ability to travel between office locations as required.

 

 

Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degree or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
