Associate Governmental Program Analyst

Are you familiar with Database software like Oracle, Access, or similar programs and have a passion for training others? The Recycler Education and Examination Unit at CalRecycle is looking for a bilingual Trainer! We are looking for a strong communicator with tact and professionalism. To be successful in this position you will need to work cohesively with a team, and be open minded and flexible to new ideas and solutions. The classification for this position is Associate Governmental Program Analyst (AGPA).

This position will leverage your skills to independently perform a full range of more responsible, varied and complex work of the RE&E Unit to develop and implement regulations, policies and procedures related to mandatory precertification training and examinations for recycling center and processor participants in the Beverage Container Recycling Program (BCRP). The AGPA will work in conjunction with the Certification Unit to assess readiness of potential recycling centers and processors for success in the BCRP. In addition, the AGPA will analyze a wide range of program related issues to advise Supervisor in the development of program alternatives, policies and procedures.

Travel may be required up to 25% per year. Travel may include day trips and trips of 2-5 days in duration, which involve overnight stays and include occasional weekend assignments that will require an adjustment to the employee’s work schedule.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
