Electronic Health Records Systems Management Director
Introduction
The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill the Director position in the Office of Electronic Health Records (OEHR). DCTS is committed to helping all state residents live their best lives through an interconnected web of behavioral health services. DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.
This Director position may be headquartered at 201 E. Washington Ave. in downtown Madison or at the Mendota Mental Health Institute (MMHI) at 301 Troy Dr. on the north side of Madison. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. The incumbent will also need to travel to the seven DHS facilities throughout the state on occasion.

Position Summary
As the OEHR Systems Management Director, you will be responsible for the operation of an electronic health records system at the seven DHS facilities including: program planning, contract administration, promoting effective use of EHR system resources across the department through training and support of super users, leading the Office’s support structure, serving as a liaison between all partners, facilitating system requirements, maintenance and enhancements, monitoring system compliance, determining system needs for governance and support, implementing enhancements and changes to the EHR system; as well as serving as the health information manager.
You will be responsible for effective facilitation of the EHR Steering Committee and the Executive Sponsors to provide an appropriate governance structure for the overall management and coordination of the Department’s electronic health records system. You will need to establish close working relationships and collaborate with DHS’ seven facilities on strategies to most effectively utilize the department’s EHR resources in meeting program goals.
In addition, as Director you are responsible for performing complex supervisory and managerial tasks associated with the administration and coordination of the Office including budget and staffing.
Salary Information
The starting pay is up to $59.88 per hour (approximately $124,500 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.
Pay for current of former employees is based on the rules that apply to compensation for the applicable transaction. The position is classified as an Administrative Manager and is in pay schedule/range 81/01.
Job Details

- To work remotely, employees must have access to both a private workspace and secure high-speed internet.
- Mileage reimbursement to the employee’s headquarter location is not provided.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience in a supervisory or management role (e.g., monitoring and directing staff, coaching, conducting performance evaluations, addressing performance concerns, etc.).
- Experience with Electronic Health Record Systems and associated applications.
- Experience working collaboratively with internal and external partners at multiple levels within an organization to advance shared goals or negotiate compromise when objectives diverge.
- Experience managing or leading quality improvement projects utilizing change management principles and methodologies.
Well-qualified applicants will also have one or more of the following:
- Experience with the backend components and cross functional workings of modules internal to the Oracle Cerner Millennium Health Record.
- Experience in contract administration (e.g., working with vendors, monitoring performance and compliance, monitoring budgets, measuring and reporting on outcomes, etc.).
- Experience with State of Wisconsin procurement or budgetary processes.
