Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Office of Legislative Affairs has an opening for an Associate Governmental Program Analyst (Legislative Analyst). The position is located at 1001 I Street, in the heart of Downtown Sacramento, next to light rail stations and other public transportation.
Duties:
The Associate Governmental Program Analyst (AGPA) will assist in analyzing legislation and crafting public policy within the government affairs programs of the State Water Board. This individual will work closely with the Legislative Director, Assistant Legislative Director, analysts at the Office of Legislative Affairs, and numerous SWRCB program staff to analyze State and Federal legislation affecting California’s drinking water, water quality, and water rights programs. The AGPA will help monitor the progress of State and Federal legislation and will work to develop and recommend legislative positions.
Under the direction of the Staff Services Manager I, the AGPA will prepare analyses of legislation of interest to the State Water Resources Control Board and the Regional Water Quality Control Boards. The incumbent will also assist in the development of legislative proposals, respond to inquiries from members of the Legislature, draft correspondence related to official communications from legislators, and perform other duties as required.
