KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). Position Summary & Responsibilities

The position (K0060364)

Nonpoint Source Emission Inventory - Analyze non-point, and mobile source data provided by EPA, evaluate for reasonableness/accuracy, compile evidence and recommend adjustments to EPA, submit non-point data using input templates to the EIS Gateway on-time as due every 3rd year. Interim activities include attend EPA meetings and stay up to date with NEI SharePoint site on changes to reporting requirements and tools used in reporting, identify data trends and communicate finding internal and external audiences. 

Job Responsibilities may include but are not limited to the following: 

Annual Point Emission Inventory - Supports Emission Inventory Unit in creating user accounts in SLEIS, unlocking users and resetting passwords as needed. Helping build new and adjusting current facility reports in SLEIS. Reviewing annual Point Source reports for accuracy and errors. Working with facilities, inspectors and permitting, to ensure best, most current data. Assisting in reporting complete annual data to EPA through the EIS Gateway. Participating in QA of SLEIS data and development of SLEIS program to benefit internal and external users. Assisting in emission inventory fee collection, tracking and processing. R QA Script Management – Designs and modifies R scripts to ensure quality assurance of projects related to facility data from SLEIS. KEIMS, and other relevant data sources.

Qualifications

  • Education:  
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
  • Minimum Qualifications:  
    • 4 years’ experience or educational equivalent in environmental science with an emphasis on biology, chemistry, geology, other related natural science or data science
  • Preferred Qualifications:  
    • Bachelor’s degree
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Ability to maintain accurate and detailed records
    • Ability to communicate effectively, both orally and in writing
    • Ability to establish and maintain effective working relationships with the public and co-workers
    • Ability to understand and follow oral and written instructions.
    • Ability to learn governmental statutes, regulations and administrative functions
    • Experience creating scripts in R
    • Experience in the SLEIS System
    • Experience in the KEIMS system
