Staff Air Pollution Specialist

This position can be located in Sacramento or Riverside County.
 

This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. During this 12-month limited-term assignment, you may be entitled to receive health, dental, and vision benefits. You will also earn State Service and accrue monthly leave credits.

The California Air Resources Board is seeking a highly motivated, detail-oriented, technical savvy, and responsible candidate with great communication skills to fill a vacant Staff Air Pollution Specialist position within the Compliance Support Section of the Transportation and Clean Technology Branch.  The successful candidate will lead a dynamic team responsible for development and implementation of regulatory strategies and emission control measures to support the reduction of harmful criteria and greenhouse gas emissions from medium- and heavy-duty on-road mobile sources. This includes supporting the development and implementation of regulatory strategies that foster the deployment of advanced and zero-emission technologies into the medium- and heavy-duty truck and bus market in California with primary focus on the Advanced Clean Trucks regulation, the Advanced Clean Fleets regulation, and future medium- and heavy-duty vehicle regulations.

 

The Staff Air Pollution Specialist will responsible for the following duties: (1) communicate effectively with CARB internal divisions, branches, and the executive officers; (2) establish policy, interpret regulatory language, and conduct analysis of proposed legislation; (3) lead a team to develop regulatory strategies and policy recommendations for reducing emissions from medium- and heavy-duty vehicles through the use of advanced and zero-emission technologies; (4) represent CARB and the Compliance Support Section at public workshops, trade association meetings, and technology conferences; (5) develop and implement vehicle reporting systems to track zero-emission vehicle deployments in California; (6) perform scientific/statistical evaluations and surveys of fleet and facility operations and generate trend reports; (7) compile and analyze emissions and economic data and assess the availability and feasibility of advanced medium and heavy-duty vehicle propulsion technologies to reduce emissions; (8) design, maintain, and update program websites, databases, factsheets, and policy documents; and (9) conduct peer review of calculations and analyses for accuracy and prepare reports and other correspondence as needed.  In addition, the incumbent will help coordinate, lead, and participate in external and internal stakeholder meetings, seminars, and other events.  Other duties, as required, may include photocopying, filing, and providing administrative assistance to the manager and the section. Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
