Human Resources Manager

SUMMARY

The City of Charlotte seeks an experienced, dynamic and passionate human resources professional to join Charlotte Department of Transportation. The HR Manager reports to the Deputy Director of Human Resources and serves as a critical HR Business Partner for CDOT. The Human Resources Manager will assist in planning, organizing and providing HR guidance and consultation in broad policy areas of the City/department. 
The incumbent provides direction and plans the overall operation of the Human Resources division; partners with CDOT leadership team to advise and guide the department’s managers and supervisors by coordinating the activities of Human Resources with the plans and objectives of the Department’s various divisions. This position will also receive guidance and direction from leadership within the department.

 

MAJOR DUTIES AND RESPONSIBILITIES

  • Establish and maintain harmonious and effective working relationships with a wide variety of people that include executive leadership, employees, outside agencies and the public
  • Define problem areas of opportunity to strengthen the departments in leveraging capacity in core employee relation areas
  • Perform and supervise the collection, interpretation, and evaluation of data
  • Plan, organize, direct, and evaluate the work of professional and clerical staff
  • Analyze technical and administrative human resources problems and make sound recommendations for their solution
  • Prepare and present accurate and comprehensive reports and recommendations
  • Gain and maintain the confidence and cooperation of CDOT officials, administrators, employees, and employee representatives to foster the development and sound people management practices
  • Deal tactfully and persuasively with others in controversial situations
  • Speak effectively with individuals and groups, to include active listening skills and respectful dialogue
  • Keep abreast of developments in the field of human resources law and administration
  • Develop and implement goals, objectives, policies, procedures, work standards, internal controls for the division in support of the department
  • Coordinate information, both oral and written communications, into concise written or oral formats reflecting continuity of thought

 

KNOWLEDGE, SKILLS & ABILITIES

  • Functional responsibilities of a Human Resources office and program principles and policies of personnel administration and management
  • Requires strong interpersonal skills in communication (both orally and in writing), leadership, decision-making and innovation.
  • Applicable state and federal laws and procedures relevant to human resources and risk management
  • Modern principles of organizations, administration, and management
  • Principles and modern methods of human resources management
  • Problems involved in administering a comprehensive and integrated human resources program in a large organization
  • Partner with the city’s Organizational Development and Training division to determine staff developmental needs
  • Dynamics of staff-line personnel relationships
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly
  • Communication skills and techniques; effective interviewing and counseling, group discussion and giving instructions
  • Computers and software applicable to the position

 

MINIMUM QUALIFICATIONS

Bachelor’s degree with three (3) years of relevant work experience; or a Master’s degree with one year of relevant experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
