PAY AND BENEFITS

 

Annual Pay Range: $91,537.25- $116,175.14

 

Hourly Pay Range: $44.008292 - $55.853432

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas County Health Centers - Behavioral Health Clinics is looking for an experienced, licensed mental health clinician to help support and lead the Child and Family Team. As a Mental Health Specialist 3, you will provide advanced level professional treatment and program services to children, adolescents and their families with mental health and substance abuse issues as well as provide clinical supervision and lead the work for clinical staff.

 

The Mental Health Specialist 3 is the highest level in the series and acts as the lead clinician in specific treatment areas requiring advanced training or expertise. This position will provide a variety of advanced level professional treatment and program services to mental health consumers' ages 0-25 and their families in addition to providing treatment services to youth and young adults with substance abuse issues. The successful candidate will participate as an effective member on a diagnostic team of mental health professionals which conducts evaluations, treatment planning, and placement for consumers, with expertise in early childhood modalities and able to train/supervise new clinicians and interns in parent education and dyadic family therapy relevant to the 0-5 age range.

 

As an independent therapist or service provider, Mental Health Specialist 3 is a lead worker over lower level professional and paraprofessional staff. Lead work duties include: assigning clients to treatment staff, providing oversight to the provision of treatment services, providing clinical supervision to treatment staff, assisting in evaluating overall work performance of staff, acting on behalf of the program supervisor as directed, training staff and providing direction on complex technical or procedural issues and maintaining accurate information in supervisory notes.

 

The Mental Health Specialist 3 is expected to participate as an effective team member and will conduct mental health and addictions assessments, treatment plans and services for children, adolescents and their families.

Required Minimum Qualifications/ Transferrable Skills:*

 

• Licensure granted by the State of Oregon to practice as a Psychiatrist, Psychologist, Licensed Clinical Social Worker, Licensed Professional Counselor, or a Licensed Marriage and Family Therapist.

• Meets the criteria to be a Qualified Mental Health Professional (QMHP) as established by the State of Oregon.*

• A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.

• Experience providing treatment and therapy services to children, adolescents and families.

• Experience working with Evidence Based Treatment used in child, adolescent and family therapy.

• Knowledge in use of Feedback Informed Treatment.

• Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion.

• Basic Life Support (BLS) certificate.

 

* A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:

 

Graduate degree in psychology;

 

Graduate degree in social work;

 

Graduate degree in recreational, art, or music therapy; or

 

Graduate degree in a behavioral science field.

TYPICAL TASKS

 

• Provide clinical consultation to interns and staff. Biweekly consultation hour in addition to ongoing guidance, training and mentoring. Monthly individual consultation with staff. Run CAF team meeting 1-2 times/month, and lead breakouts focused on Early Childhood Mental Health and Feedback Informed Treatment during weekly CAF meetings.

• Provide onboarding support for interns, new staff and staff needing ongoing support with the electronic health records, privacy law, mandatory reporting, collaborative teaming with other child-services agencies.

• Assign and review cases for staff, provide specialized training outside of scheduled supervision times, to teach evidence-based protocols for Early Childhood Mental Health and for Feedback Informed Treatment. Triage custody-conflict referrals that are inappropriate for our agencies scope of mental health treatment services.

• Train/orient/coach staff in effective consultation/coordination with community partners, including DHS, Children's Center, specialized evaluators and treatment providers, intensive treatment providers, Child Dependency Court, schools, I/DD services and others

• Provide specialized mental health and CANS assessments as requested by DHS and court system maintain critical community collaboration based on high quality of assessments and recommendations. Train other staff to provide subpoena-ready documentation for dependency and custody cases.

• Manage CANS training and recertification schedule and protocols for all CAF and ACCESS staff and provide CANS supervision/trainings

• Provide individual, family, and group counseling to SUD and MH clients using evidenced-based protocols. These are the main tasks of any clinician on the team.

• Evaluate, research and recommend programmatic changes to the Early Childhood Mental Health and Child and Family Mental Health team.

 

REQUIRED KNOWLEDGE AND SKILLS

 

Thorough knowledge of: Accepted principles and methods of community intervention and technique of identifying and utilizing community resources to treat mental health clients; theories, principles, and techniques of group, family, and individual therapy, techniques and procedures employed in evaluating, modifying and motivating human behavior; principles and methods of diagnosing emotional, behavioral, mental or developmental problems; rules, laws, regulations and ethics governing the treatment of mental health patients and clients; confidentiality requirements required by HIPAA and 42 CFR Part 2 and OAR's; theories of human behavior and personality development; social psychological and physical causes of mental disorders; diagnostic treatment planning and evaluation activities; principles of case management and case supervision: principles of treatment courts.

 

Working knowledge of: Basic methods and techniques of supervision; office equipment, including personal computers and software programs.

 

Substantial skill to: Apply social and psychological theories of behavior and personality to the diagnosis and treatment of mental health clients and patients; analyze available behavioral and historic data on patients and make accurate diagnostic/treatment decisions; conduct group, family, and individual therapy; communicate effectively, both orally and in writing, prepare clear and concise written reports and evaluations and make effective verbal presentations.

 

Skill to: Supervise, review and evaluate therapeutic techniques of lower level mental health personnel; supervise a small program consisting of staff with varied experience and training; operate computer software and other office equipment; establish and maintain effective working relationships.

 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
